In its eight years of existence, the State Program for Assistance in Resettling Compatriots to the Russian Federation has "returned" more than 400,000 people to their historical homeland - and this is far from the limit. Many Kyrgyz citizens among the Russian compatriots are seriously considering moving to Russia. However, deciding to relocate is just the beginning of the journey. How to choose a region? Where to find housing? How to get a job? What will life be like in a new place? Potential participants of the State Program need to find answers to these and a number of other questions before making a fateful decision. However, this is not as difficult as it may seem at first glance.

The representation of Rossotrudnichestvo in the Kyrgyz Republic, together with the representation of the Federal Migration Service of Russia in Bishkek, regularly conducts events aimed at providing information about the State Program. Presentations of regional resettlement programs via videoconference are particularly in demand, allowing compatriots not only to learn more about living conditions in various regions but also to ask their questions directly to the receiving side.
- In 2015, 16 presentations of the State Program and regional programs to assist the voluntary resettlement of compatriots to the Russian Federation were held via videoconference at the Russian Center for Science and Culture in Bishkek, - reported Edward KRUSTKALN, head of the Rossotrudnichestvo representation in Kyrgyzstan. - Representatives from the Saratov, Orenburg, Smolensk, Murmansk, Kemerovo, Kaliningrad, Kursk, Kaluga, Volgograd, Oryol, Omsk, Rostov regions, as well as the Altai, Krasnoyarsk, and Stavropol territories connected with compatriots.

- How can interested citizens learn about such conferences?

- Information about events conducted by the Rossotrudnichestvo representation in the Kyrgyz Republic related to the implementation of the State Program, including announcements, is regularly posted on the official website of the organization on the Internet, as well as on social media pages, the information portal "Russia in Kyrgyzstan," and in printed publications.

- What do participants of the program learn during such events?

- Compatriots are provided with detailed information about the migration legislation of the Russian Federation, the main principles of assistance for voluntary resettlement to the Russian Federation, the rights, obligations, and preferences of participants in the State Program. During videoconferences, Kyrgyz citizens have the opportunity to discuss various issues with representatives of Russian regional administrations. This includes learning about the timelines and procedures for processing compensation payments, clarifying the cost of housing in district centers and beyond, familiarizing themselves with employment offers in the region and the average salary level, finding out how to enroll children in kindergartens and schools, and getting answers to other questions, from document nostrification and legalization to the climatic conditions of the region.
On November 27, a videoconference was held with the Lipetsk region regarding the resettlement of compatriots from the Kyrgyz Republic. It should be noted that this region is one of the most sought after among resettlers from Kyrgyzstan. There are many advantages: a comfortable climate with warm summers and moderately cold winters, developed infrastructure, and a wide selection of job vacancies. However, a decisive factor in choosing a region is whether there are relatives or close friends living there.
According to State Program participant Evgeny SVITENKO, he decided to move to Lipetsk after his friends.

- It wasn't hard to make this decision, - he says. - Almost all my friends have moved to Russia, I can say I had no other choice. There were no difficulties; I am ready for the move. And my friends promise to help me settle in and find a job.
Irina KRASNOVA has relatives living in Lipetsk. The whole family is moving: husband, wife, and children. Almost all preparations for the resettlement are complete, but there are still some questions for which Irina came to the videoconference.
- We decided to participate in the program primarily for the future of our children, - she explains. - I believe they will have more opportunities in Russia.

- What do you envision your life in the Russian Federation to be like? Where do you plan to work?

- We have a small business here - we deal with stretch ceilings. We will transport our equipment to Lipetsk and continue working there. Such an opportunity exists; we have already inquired. As for housing, we will rent an apartment for the time being. And when we sell our house in Bishkek and gather enough funds, we will try to open a hotel business.
The presentation of the voluntary resettlement program in the region and the consultation of compatriots during the videoconference were conducted by Natalia BRATERSKAYA, head of the department for assisting the resettlement of compatriots and alternative civil service of the Labor and Employment Administration of the Lipetsk region. According to her, the main task of the program is to reduce the shortage of labor resources, with priority given to participants of working age.

- Upon arrival, compatriots can contact the employment center in the city of Lipetsk. They are provided with a bank of vacancies for which they can apply - about 9,000 offers. The issue of employment is resolved directly with the employer, - Braterskaya reported. - The average salary is 15-16 thousand rubles. In the future, with citizenship, it will be possible to find higher-paying jobs. There is a high demand for medical personnel, both higher and middle level, drivers, gas welders, electricians, and bricklayers.
As the specialist noted, resettlers can expect healthcare services, social protection, and temporary housing.

- I would like to draw compatriots' attention to the fact that upon arrival, the main problem they face is settling in. Permanent registration is necessary. The cost of housing is not small. In the Lipetsk region, the rent for a one-room apartment starts from 6-7 thousand rubles per month, excluding utility bills. The average cost of purchasing real estate is 42 thousand rubles per square meter. In Lipetsk, the city of Gryazi, and the village of Terbuny, there are temporary accommodation centers where compatriots can stay until they obtain citizenship, but not longer than 6 months. They can apply in advance, reserve a place for themselves, check in upon arrival, and obtain temporary registration. There are also hotel-type centers with rental fees, but staying there will be much cheaper than renting an apartment or staying in a hotel.

It should be noted that this year, as of November 27, 6,192 people have resettled to the Lipetsk region under the State Program. Throughout the entire period of the program's implementation, the region has received more than 30,000 compatriots. In terms of the number of resettlers to the Lipetsk region, Kyrgyzstan ranks 6th after Ukraine, Moldova, Uzbekistan, Kazakhstan, and Armenia.
