The Ministry of Internal Affairs of Kyrgyzstan has announced the launch of an automated system for photo and video recording, as well as photo and video recognition of traffic violations.

According to the ministry's press service, the main platform of the photo and video recording system, which generates rulings on traffic violation cases, has been integrated into the activities of the Ministry of Internal Affairs. Currently, only one hardware and software complex is operating on this platform. It is already engaged in recording speed violations on the highway "Bishkek – Sokuluk".

– Today, the system is fully operational. It automatically records traffic violations. It is connected to a complex on the highway "Bishkek – Sokuluk". The system is almost completely automated and eliminates human factors. It identifies the license plate of the vehicle that committed the violation, links it to the owner, as the GRS system is integrated here, and a letter with the fine is sent by mail. In just a few days of operation, about 10,000 traffic violations have already been registered. The only process that involves people is the printing of envelopes, – said Baktygul Abzhaliev, a representative of the Ministry of Internal Affairs' main headquarters.

The Ministry of Internal Affairs notes that rulings on traffic violation cases are sent to the owners of vehicles on which violations were committed starting from February 29, 2016. Currently, more than 3,000 payment receipts have already been sent to the owners of cars that violated traffic rules specifically on the aforementioned section.

The ministry also informs Kyrgyz car owners that "based on the data received about the violation, the platform automatically generates a ruling on the traffic violation case without confiscating the driver's license and without the participation of the violator themselves, in accordance with paragraph 3 of Article 559 of the Code of Administrative Responsibility of the Kyrgyz Republic."

Car enthusiasts must pay the fine within 30 days from the date of receiving a copy of the ruling. In case of delay, according to Article 46-1 of the Code of Administrative Responsibility of the Kyrgyz Republic, a penalty of 10 percent of the fine amount will be added daily to the fine. It is stated that the amount of penalties cannot exceed twice the amount of the main fine.
