In 2018, one of the essential conditions for legalization in the Russian Federation is the successful passing of the Russian language exam. Without obtaining a certificate, it is impossible to get a job, apply for a temporary residence permit (RVP), a residence permit (VNJ), or citizenship.

The requirement for mandatory knowledge of the Russian language is quite logical: the ability to communicate freely with those around them will give newcomers a chance for quick adaptation in a new place, understanding of socio-cultural features, and building relationships with people. Proficiency in Russian guarantees that migrants will learn to respect the lifestyle and customs of Russians and will understand and comply with the laws of the Russian Federation. Knowledge mentioned above can be confirmed by one of the following documents:

• A certificate of proficiency in the Russian language, knowledge of the history of Russia, and the basics of the legislation of the Russian Federation, issued based on the results of testing by educational organizations conducting the exam in Russian as a foreign language;
• A state-issued education document (at least at the level of basic general education), issued by an educational institution in a country that was part of the USSR before September 1, 1991;
• Education and qualification documents issued to individuals who have successfully passed the state final certification in the territory of the Russian Federation since September 1, 1991.

The following foreign citizens are exempt from confirming proficiency in the Russian language, knowledge of the history of Russia, and the basics of the legislation of the Russian Federation when applying for a temporary residence permit or residence permit:

• Incapable or limited-capacity foreign citizens;
• Citizens under the age of 18;
• Men aged 65 and older;
• Women aged 60 and older;
• Foreign citizens who are participants in the State program for assisting the voluntary resettlement to the Russian Federation of compatriots living abroad, and their family members resettling with them to the Russian Federation;
• Foreign citizens who are citizens of the Union State formed by the Russian Federation and the Republic of Belarus;
• Foreign citizens who are highly qualified specialists and their family members applying for a residence permit.

Exceptions also include foreign citizens studying at Russian universities in full-time education and engaged in employment.

List of necessary documents and materials for passing the comprehensive exam/testing:

1. Original passport or other identity document, as well as a copy of the main page and the page with registration.
2. Notarized translation and its copy (if there is no Russian translation in the passport).
3. Migration card, as well as a copy of the migration card (if available).
4. The amount required to pay for the testing procedure.
5. A blue ink pen.
6. Medical certificate (for disabled individuals and persons with limited health capabilities).
