“The Islamic State” is merely a tool that the “golden billion” uses for its own purposes, primarily economic ones. This was stated by the former Minister of Economic Regulation of the Kyrgyz Republic, Zhenishbek Bayguttiev, during a roundtable discussion on “Information Security of the Eurasian Economic Union – a Condition for Political Stability,” which took place in Bishkek at the international press center “IA”.

– When we talk about the fact that the USA and leading European countries created ISIS, we need to understand the economic background of this phenomenon. Studying this issue suggests that the emergence of ISIS is a result of our world being in a transition to a new technological order. If we look at the history of technological orders, their change has always been accompanied by clashes, wars, and the domination of one or several nations over others, – said Bayguttiev.
According to him, it is very important for the West that neither China nor Russia gets on the last train of the departing train, and that the new technological order is controlled by the transatlantic community, which is essentially the infamous “golden billion.”
– It is no coincidence that today Russia invests such huge amounts in the military sector. Despite difficulties and sanctions, it does not cut defense spending. History shows that progress often favored countries with the fastest developing military industries. We all remember that the Internet was originally invented exclusively for military purposes, but now it is used by the entire population of the planet, – noted the banker.
Zhenishbek Bayguttiev also mentioned that some experts, in connection with the withdrawal of troops from Afghanistan, say that the USA has lost interest in the Central Asian region. However, Bayguttiev does not share this point of view. According to him, Central Asian countries are very close to China and Russia. And now the West is trying hard, including using ISIS, to create “zones of tension” around its competitors.
– It seems to me that further confrontation, the fault line, this block thinking that currently exists will continue to intensify. The creation of instability zones clearly shows that they are necessary for the economic development of the countries that are part of the “golden billion.” This also emphasizes the inviolability of the dollar as a world currency. And the USA remains a kind of “island” of stability in a turbulent world. And what’s good is that no refugees will reach America, and if they do, they will be “helped” to drown, – said Zhenishbek Bayguttiev.
The expert notes that the Eurasian Economic Union project is a response to the challenges of the transatlantic alliance. It is an attempt to create its own island of stability. According to Brzezinski's calculations, when we have 250-300 million people, Bayguttiev notes, we can talk about a self-sufficient economy. Speaking about the EEU, 180-200 million people is still not a solution to the issue. Without Ukraine, the Eurasian Economic Union is an incomplete project.
As for Kyrgyzstan, its main drawback is the mismatch between political and economic realities. Also, Russia cannot currently implement any projects in Kyrgyzstan not only due to limited resources and the economic crisis but also because the economic policy of the Kyrgyz Republic does not allow this.
– If today our electricity costs 1.5 cents, while our neighbors pay 5-7 cents, then the “Kambar-Ata-1” project will pay off in the best case in 20-25 years, which, understandably, is not very interesting to Russian investors. The health of our economy can be judged by the balance of payments. If we export 23% and import 77%, then we are in trouble. Our per capita GDP is $1,096, which is almost 12 times lower than that of Kazakhstan and Russia. And if the UN has raised the poverty line to $1.90 a day, we can once again prove that, using the clichés of Soviet times, Kyrgyzstan is a third-world country, – said Zhenishbek Bayguttiev. – Successes in the economy and the creation of a more just society would allow us to solve these problems. However, we have excesses in this regard. In the election campaign, numerous parties promised to reduce the mortgage rate to 7 percent. But how can this be achieved if even economically more developed Russia cannot do it, is unclear. Therefore, I very much doubt that the parties that won the elections will last until the presidential elections because their pre-election promises will hang like huge weights on their legs.
