Adakhan Madumarov: 'Our party demands a recount of votes in some precincts'
“The parliamentary elections in Kyrgyzstan were held with numerous violations, some of which I have documented evidence of,” said co-chairman of the ‘Butun Kyrgyzstan Emgek’ party Adakhan Madumarov during a press conference held on October 14.

– The parliamentary elections in Kyrgyzstan were supposed to provide a real chance for all political parties in our country to compete fairly and earnestly fight for the votes of the electorate. The international community has already given a positive assessment of the organization of the elections to the Jogorku Kenesh (the Kyrgyz parliament – ed.). However, the gross violations discovered by our party raise concerns and alarm,” stated Madumarov.

According to the politician, representatives of the ‘Butun Kyrgyzstan Emgek’ party repeatedly appealed to the Central Election Commission requesting a recount of the votes, but the CEC decided to recount only at ten selected precincts, instead of the more than one hundred precincts requested by the party.
– By what principle were these ten precincts chosen and why only ten? According to the election legislation in Kyrgyzstan, the CEC should have provided a reasoned refusal for the recount at the other precincts,” noted Adakhan Madumarov.

He also pointed out that their party, after checking the protocols of the precinct election commission (PEC) at certain precincts in the Uzgen district of the Osh region, found a significant discrepancy between the data on the official CEC website and the results of the protocols provided by the observers from the ‘Butun Kyrgyzstan Emgek’ party. Similar discrepancies were also found in the protocols from PECs in other regions of the republic.

– Evidence of inaccuracies in the voting results at the polling stations using automated control systems (ACS) includes facts of discrepancies in the data in the ACS protocols at more than 1,000 polling stations regarding the time of their compilation. In some polling stations, voting continued, according to ACS data, until 5:00 AM on October 5, which indicates pre-prepared reports,” reported the co-chairman of the ‘Butun Kyrgyzstan Emgek’ party.

Adakhan Madumarov also noted that there are ACS protocols with election dates even from the end of September. For instance, in Bishkek at polling station No. 1067, three ACS were installed, two of which issued a protocol with voting from October 4, while one issued one from September 22, 2015. However, only one protocol was compiled for all of them.

– In light of such cases, we strongly demand a recount of the votes so that the people of Kyrgyzstan and the members of the ‘Butun Kyrgyzstan Emgek’ party do not doubt the election results, as well as the new voting system using biometric registration and the assessment received from domestic and international observers,” summarized Madumarov.

It is worth noting that according to the results of the parliamentary elections held in Kyrgyzstan on October 4, 2015, six parties entered the parliament of the republic. The ‘Butun Kyrgyzstan Emgek’ party, led by Adakhan Madumarov and Askar Salymbekov, fell just short of the 7 percent barrier.
