The session of the First May District Council of Frunze discussed the results of the work of the executive committee of the district council and the work of the permanent commission for industrial management for 1948. It was noted that as a result of the activities of the permanent commission of the district council on industry, the Council increased its attention to the work of industrial enterprises. The production plan in the light industry was fulfilled by 132.7%, and the state received 125 thousand rubles of over-plan production. The staff of the bread factory exceeded the annual program by 21%, the "Krasny Metallist" factory reduced production costs and generated 617 thousand rubles of over-plan profit. In the district, industry was completed at 105.9%, with over-plan production amounting to more than 1.5 million rubles.

Issues regarding the progress of the five-year plan were discussed at meetings of the executive committee of local councils. In Frunze, the plans for capital investments in school construction and communal services were not being fulfilled satisfactorily. A significant hindrance to this was the lack of construction materials for the sites: timber, cement, slate, and iron. Considering this, on August 2, 1949, the executive committee of the Frunze City Council outlined specific measures to improve organizational work at construction sites by increasing the productivity of construction workers, mechanizing production processes, increasing the capacity of the asphalt concrete plant, and timely allocation of construction materials.

On June 16, 1950, the executive committee of the Frunze City Council reviewed the economic and financial activities of industrial and household combines, noting that the production plan for 1949 was completed 5 months ahead of schedule and outlined practical measures for fulfilling the production plan for 1950 at the local industrial enterprises of the city. These measures yielded positive results. Thus, on May 28, 1951, the executive committee of the Frunze City Council stated that the city's industry in 1950 fulfilled the gross production plan by 108.9%, including local industry at 109% and cooperative at 102%.

Local councils of the republic's capital paid particular attention to road construction. Considering the unsatisfactory state of the road construction plan's execution, on March 14, 1950, the executive committee of the city council outlined practical measures for the procurement of construction materials and provided funding for the acquisition of equipment. The pace of road construction in the capital of the republic largely depended on the output of the asphalt concrete plant. Therefore, the executive committee of the city council actively addressed the issue of increasing the production capacity of the plant from 1947 to 1949. For this purpose, funding was allocated from the state budget. These measures yielded positive results. Dozens of kilometers of streets in the capital were asphalted. In light of this, in January 1951, the executive committee of the Frunze City Council approved the schedule for trolleybus movement in the city for the first time and signed the acceptance act for the trolleybus line into operation.

As a result of improvements in road construction during the fourth five-year plan, the cargo turnover of road transport increased fivefold. Significant development occurred in railway transport and communications. All of this had an impact on the development of the republic's industry.
