Law on the Five-Year Plan in the City of Frunze


The adoption on March 18, 1946, by the Supreme Soviet of the USSR of the law "On the Five-Year Plan for the Restoration and Development of the National Economy of the USSR for 1946-1950" defined the tasks and outlined the main indicators for the restoration and further development of the national economy and culture of all union and autonomous republics. Its implementation required exceptional organization of competition among labor collectives. The executive committee of the Frunze City Council approved on May 28, 1946, the agreement on socialist competition presented by the district executive committee and the city. Alongside this, a city commission for the employment of disabled veterans of the Great Patriotic War was established, tasked with addressing employment issues for the disabled. At the commission meetings, the heads of enterprises systematically reported on the work done regarding the employment of disabled veterans, their vocational training, as well as issues concerning their material and living conditions. At the end of May 1946, an artel "4th Five-Year Plan" for disabled individuals was organized in the city within the Kyrgyzcoopinsunion system, with service points such as a hairdresser, clock repair, shoe repair, radio repair, electrical appliance repair, and fur sewing workshops.

The law on the five-year plan represented a broad field of activity for local councils. On September 28, 1946, the chairman of the Presidium of the Supreme Soviet of the Kirghiz SSR, Terebay Kulatov, spoke in the press explaining the tasks of local government bodies in the republic. At the session of the Frunze city and district councils held in October 1946, measures were defined to increase the annual volume of industrial production and develop cultural construction in the post-war five-year plan.

Work of cultural and educational institutions was activated. For exemplary preparation of artistic amateur performances, worldwide assistance to amateur groups at their enterprises, and for good performance by two collectives at the city review from September 13-23, the executive committee of the city council expressed gratitude on September 30, 1946, to the director of the agricultural machinery plant, the secretary of the party committee, the committee of the Komsomol, and the chairman of the trade union of the factory "Shveynik" and the director of vocational school No. 13.

In the post-war period, it was necessary to restore the principle of the election of councils. On January 11, 1948, the composition of the Frunze City Council was elected - 280, district councils; Proletarian - 101, First of May - 99, Sverdlovsk - 80 deputies. The efforts of local councils were focused on the development of local industry. The executive committee of the Frunze City Council, on April 17, 1948, reviewed the state of local industry and determined the volume of capital investments in industrial enterprises and outlined the expansion of the network of service enterprises for the population. On July 28, 1948, the executive committee of the city council, discussing the issue of local industry, pointed out the unsatisfactory execution of production plans by the city's enterprises and approved additional assignments for industrial production in the second half of 1948.

One form of control over the activities of councils in managing industry was the reports of executive committees at sessions. This gave deputies the opportunity to see all the positive and negative aspects of the councils' work and actively assist in eliminating shortcomings. Criticizing the work of the executive committee, deputies sought to help the departments of the executive committee better solve the tasks set by the post-war five-year plan, paying special attention to improving the quality of produced goods and increasing labor productivity.
