RESOLUTION OF THE BUREAU OF THE FRUNZE CITY COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN "ON THE CONSTRUCTION OF THE BUILDING OF THE PALACE OF PIONEERS IN THE CITY OF FRUNZE"
Frunze, May 10, 1946
In order to create normal conditions for extracurricular activities among schoolchildren and pioneers in the city of Frunze, the Bureau of the Frunze City Committee of the Communist Party (Bolsheviks) of Kyrgyzstan resolves:
1. To consider the construction of the Palace of Pioneers a Komsomol construction project, to approve the initiative of the Komsomol of the city of Frunze to take patronage over the construction of the building of the Palace of Pioneers. To instruct the Secretary of the City Committee of the Komsomol, Abdurasitov, to select 50 of the best Komsomol members for permanent work until the completion of construction by May 20.
2. To coordinate activities for the construction of the Palace of Pioneers and provide specific and operational assistance, to organize a Committee for Assistance under the City Executive Committee consisting of:
Chairman - Deputy Chairman of the City Executive Committee comrade Oleinikov
Members: Deputy Secretary of the City Committee of the Communist Party (Bolsheviks) of Kyrgyzstan for construction comrade Kolesnichenko
Deputy Secretary for Industry of the City Committee of the Communist Party (Bolsheviks) of Kyrgyzstan comrade Padalko
Head of the Department of Agitation and Propaganda of the City Committee of the Communist Party (Bolsheviks) of Kyrgyzstan comrade Muzhikov
Head of the City Education Department comrade Puzino
Secretary of the City Committee of the Komsomol comrade Abdurasitov
3. To instruct the Secretary of the City Committee of the Communist Party (Bolsheviks) of Kyrgyzstan for personnel comrade Khalmurzaev to provide practical assistance to the City Committee of the Komsomol in selecting qualified workers from among the Komsomol members in enterprises and institutions.
4. To obligate the Head of the City Education Department comrade Puzino.
a) to conclude a contract with Kyrgosprom for the redesign of the ceiling of the Palace of Pioneers, replacing the flat roof with a tent roof, with completion by June 15, 1946;
b) to formalize a contract with the Trust "Kirgostroy" by May 20 for construction work for the current year, ensuring the availability of project and estimate materials.
5. To obligate the manager of the Trust "Kirgostroy" comrade Mileshkin to commence construction work by May 25, 1946, and to complete it by November 7, 1946, to staff the site with the best technical and qualified personnel, ensuring that construction work is mechanized by 75%.
6. To obligate the Head of the City Finance Department comrade Miroshnikov to ensure uninterrupted financing of the construction of the Palace of Pioneers within the allocated funds.
7. Deputy Chairman of the City Executive Committee comrade Oleinikov and Secretary of the City Committee of the Komsomol comrade Abdurasitov to accommodate 50 permanent workers of Kirgostroy in existing residential buildings and the House of Pioneers until the end of construction and to create normal living conditions for them.
8. To request the Council of Ministers of Kyrgyzstan:
a) to allow within the general estimate 15,000 rubles for the redesign of the building of the Palace of Pioneers;
b) to allocate to the Trust "Kirgostroy" from the third part of the general estimate of the facility 40,000 rubles for the residential construction of the workers' town, acquisition of machinery and inventory;
c) to obligate the State Planning Committee of the Kyrgyz SSR to allocate construction materials and gasoline for the construction of the Palace of Pioneers quarterly, according to Appendix No. IV
