Development of Industry and Culture in the Capital


The number of industrial enterprises and institutions in the capital continued to grow. By the end of 1937, the population reached about 100,000 people. The development of construction required daily oversight from the authorities. To bring the leadership closer to industrial enterprises and institutions, the city council petitioned the republic's government to create administrative-territorial districts in the city. On February 25, 1938, the Central Executive Committee of the Kyrgyz SSR adopted a resolution to organize the Proletarian (Lenin), May Day, and Sverdlovsk districts in the capital. On March 14, 1938, the Presidium of the city council approved the composition of the organizational committees for the districts in the city, defined the rights and responsibilities of the district councils, and decided to open libraries in three districts of the capital.

By the decision of the Presidium of the city council on February 17, 1938, an architectural council was established under the city architecture department, tasked with reviewing and providing conclusions on all city development projects in accordance with the city's planning. On March 27, 1938, the Presidium of the city council allocated a land plot of 200 hectares in the southern part of the city for the organization of a Botanical Garden of the Republic's Science Committee.

The layout scheme of the capital was discussed in detail at the Plenary Session of the city council from November 9 to 15, 1938, and the locations of industrial enterprises and cultural and educational institutions were determined, all of which were taken into account in the development of the city's master plan. Following this, on December 8, 1938, the Presidium of the city council made a decision on project and planning work for the reconstruction of the capital and the central culture and recreation park, the Karagach Grove, as well as the construction of water supply, sewage, electrical lighting, radio broadcasting in the city, greening, and the expansion of parks, stadiums, and more.

In the pre-war years of the third five-year plan (1938-1942), significant developments occurred in the industry and culture of the capital. By the end of 1938, the territorial-administrative division was practically implemented in the city. The May Day, Lenin (formerly Proletarian), and Sverdlovsk districts were formed. On December 24, 1939, elections for the city and district councils of the capital were held. Pavel Tereshchenko was elected chairman of the city council. By the decree of the Presidium of the Supreme Soviet of the USSR on November 21, 1939, the following regions were established in the territory of the Kyrgyz SSR: Frunze, Osh, Jalal-Abad, Issyk-Kul, and Tian-Shan. The territory of the Frunze region encompassed all districts of the Talas and Chui valleys, with the administrative center in the city of Frunze. From the end of 1939, the city of Frunze also became the center of the Frunze region.

In 1938-1939, 15 million rubles were spent on communal housing construction in the capital. The construction of three- and four-story buildings began. Eight kilometers of roads were asphalted and 14 kilometers of sidewalks were constructed. At the beginning of 1940, 135 two- and three-story houses were built, and 42 industrial enterprises were operating in the city. The capacity of the city power plant reached 5.3 thousand kWh. The light and food industries, as well as trade, were developing. The housing stock amounted to 568 thousand square meters, bus services were initiated, with 16 buses and 4 taxis operating, and 28 postal, telegraph, and telephone enterprises were functioning.
