Critic and literary scholar A. Akmataliev was born on January 15, 1956, in the city of Naryn, Naryn region, in a family of civil servants.
He graduated from high school in 1972 and from the philological faculty of KSU named after the 50th anniversary of the USSR in 1977. He earned a PhD in philological sciences in 1982.
From 1977 to 1978, he worked as a lecturer at the Osh Pedagogical Institute, from 1978 to 1979, he was a trainee lecturer at KSU named after the 50th anniversary of the USSR, and since 1979, he has been working at the Institute of Language and Literature of the Academy of Sciences of the Kyrgyz SSR as a junior research fellow, and since 1983, as a senior research fellow.
His literary activity began in 1979 with publications in the press. In 1981, he published the monograph "Чыцгыз Айтматов жана кыргыз-казак адабиятынын байланыштары" ("Chingiz Aitmatov and the Literary Connections between Kyrgyz and Kazakh Literature"). This work was awarded the Lenin Komsomol Prize of Kyrgyzstan in the field of science and technology in 1983.
He has been a member of the Communist Party of the Soviet Union since 1986 and a member of the Union of Writers of the USSR since 1986.
He was awarded the medal "For Labor Distinction," and received a Certificate of Honor from the Central Committee of the All-Union Leninist Young Communist League and the Central Committee of the Young Communist League of Kyrgyzstan.
