Construction of the Opera and Ballet Theater in Frunze. Document No. 169 (May 1946)
RESOLUTION OF THE BUREAU OF THE FRUNZE CITY COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN "ON THE CONSTRUCTION OF THE OPERA AND BALLET THEATER IN THE CITY OF FRUNZE"
Frunze, May 29, 1946.
Emphasizing the exceptional importance of the construction of the Opera and Ballet Theater in the capital of our republic, in enhancing the cultural services for the city's population and the growth of the culture of the republic's capital, in line with the objectives of the new Stalinist five-year plan, the Executive Committee of the City Council of Workers' Deputies and the Bureau of the Central Committee of the Communist Party (Bolsheviks) of Kyrgyzstan resolve:
1. To consider the construction of the Opera and Ballet Theater a priority national construction project.
2. To obligate the Secretary of the First of May District Committee of the Party Comrade Degtyarev, the Chairman of the District Executive Committee Comrade Karsakov, the Secretary of the Sverdlovsk District Committee of the Party Comrade Larionov, the Chairman of the District Executive Committee Comrade Chernyshev; the Secretary of the Proletarian District Committee of the Party Comrade Gordienko, and the Chairman of the District Executive Committee Comrade Velikosov:
a) To conduct explanatory work among the workers of the city: in enterprises, institutions, and apartments about the significance of the construction of the Opera and Ballet Theater and the labor participation of each citizen of the city in it for 3-4 days;
b) To establish a daily turnout for construction of 100 people from each district for earthworks and the procurement of inert materials within the following deadlines:
First of May District from June 5 to June 15
Sverdlovsk District from June 15 to June 25
Proletarian District from June 25 to July 5.
3. To suggest that the secretaries of the District Committees of the Party and the chairmen of the District Executive Committees appoint responsible individuals for the construction to lead the workers in each district during the established period, and to assign one senior worker from each enterprise.
4. To entrust the chief of construction Comrade Tishchenko to ensure the provision of workers with a variable workforce in the city by June 5, 1946: with a work front, tools, vehicles, and technical supervision.
5. To assign the Deputy Secretary for Construction of the Central Committee of the Communist Party (Bolsheviks) of Kyrgyzstan Comrade Kolesnichenko and the secretaries of the District Committees of the Party to prepare a schedule for the completion of work volumes by June 2 of this year for each district.
6. To propose that the Department of Agitation and Propaganda of the Central Committee of the Communist Party (Bolsheviks) of Kyrgyzstan provide qualified lecturers and speakers for the workers of the construction of the Opera and Ballet Theater and provide practical assistance in organizing extensive visual agitation for the construction.
7. To obligate the head of the Radio Station Comrade Andreev to radio-ify the construction by June 5.
8. To obligate the head of the City Trade Department Comrade Anapolsky to ensure the sale of soft drinks and confectionery to the workers of the construction of the Opera and Ballet Theater by June 5 of this year.
