Poet M. Bularkieva was born in the village of Kozuchak in the Talas district of the Talas region in a peasant family.
In 1954, she graduated from high school in her native village, and in 1959, she graduated from the philological faculty of KGU. From 1963 to 1965, she was a student at the Higher Literary Courses under the USSR Union of Writers in Moscow. She began her labor biography in 1959 as an editor at Kiruchpedgiz, and from 1966, she served as the responsible secretary, and from 1980, as the chief editor of the magazine "Zhash Leninchi."
Since 1987, she has worked as a literary consultant for the Writers' Union of Kyrgyzstan in the Talas region.
She has been published since 1953. In 1958, her first poetry collection "Tamchy" ("Drop") was published. The poet's works have been published in Russian, and some poems have been translated and published in Ukrainian, Tajik, Uzbek, and Kazakh languages.
Many melodies have been written to M. Bularkieva's poems, which are popular among the Kyrgyz people.
She has been a member of the Communist Party of the Soviet Union since 1966 and a member of the USSR Writers' Union since 1958.
She has been awarded medals for "Valiant Labor. In Commemoration of the 100th Anniversary of the Birth of V. I. Lenin," "For Valiant Labor," Honorary Certificates from the Supreme Council of the Kyrgyz SSR, and Honorary Certificates from the Central Committee of the Komsomol of the USSR and the Central Committee of the Komsomol of Kyrgyzstan.
