Having considered the issue of constructing a panoramic cinema in the city of Frunze with 1,000 seats, as provided for by the resolution of the Council of Ministers of the USSR dated June 30, 1958, No. 705, the Frunze City Committee of the Communist Party of Kyrgyzstan and the Executive Committee of the Frunze City Council of Workers' Deputies have resolved:
1. To recognize the implementation of the previously planned extension to the existing cinema "Ala-Too" for a panoramic cinema hall with 1,000 seats as impractical, considering that:
a) the extension of the panoramic cinema hall to the "Ala-Too" cinema completely disrupts the operation of the permanently functioning summer cinema site with 1,000 seats;
b) it complicates and hinders the normal operation of the permanently functioning "Ala-Too" cinema with 550 seats during the construction of the panoramic hall, and due to the conditions of the work, its closure and reconstruction will be required for an extended period.
2. To recognize the most practical solution as follows:
a) to build a new building for a panoramic cinema in the city of Frunze with 1,000 seats;
b) to carry out the construction of the panoramic cinema building with 1,000 seats on the land plot at the intersection of Stalin and Sportivnaya Streets, northwest of the Union House.
3. To approve the project proposal for the panoramic cinema with 1,000 seats, developed by "Giproteatr" of the Ministry of Culture of the USSR (author-architect Evseev F.M. and recommended by the State Construction Committee of the USSR - Protocol No. 7 dated March 9, 1959) for further development at the design assignment stage, taking into account its adaptation to local conditions.
4. To recognize it as necessary that the further development of the design assignment in accordance with paragraph 3 of this resolution and the decision of the State Construction Committee of the USSR dated March 9, 1959, should be entrusted to "Giproteatr" of the Ministry of Culture of the USSR, with a deadline for submission for approval by August 1, 1959.
5. To instruct the city department for construction and architecture to formalize the allocation of the specified land plot and provide the initial data to "Giproteatr" of the Ministry of Culture of the USSR, necessary for the development of the project building, within five days.
6. To request the Central Committee of the Communist Party of Kyrgyzstan and the Council of Ministers of the Kyrgyz SSR to approve this resolution of the Frunze City Committee of the Communist Party of Kyrgyzstan and the Executive Committee of the Frunze City Council of Workers' Deputies.
