- 3. To ensure the implementation of the housing construction plan and the commissioning of residential space, to oblige the leaders of construction trusts and construction managements:
a) within 10 days to develop a schedule and measures to accelerate work on housing construction;
b) to take decisive measures for the widespread introduction of industrial construction methods;
c) to properly organize the labor of builders at construction sites; to organize a clear supply of construction sites with concrete, mortar, and other materials;
d) to ensure maximum use of construction equipment, improve the quality of construction work, and strive for a steady reduction in construction costs;
e) by June 15 of this year, to strengthen technical management of housing construction, and ensure construction sites are staffed according to the plan.
4. To oblige the primary party organizations of trusts and construction and installation managements to improve the political education of construction personnel, to show more concern for improving the material and living conditions and raising the production and technical level of construction workers. To widely develop socialist competition among builders for the early completion of the construction plan, increasing labor productivity, reducing costs, and improving the quality of construction work.
5. To oblige the secretaries of the district party committees (Comrades Kibrayev, Seleznev, and Kovalev) to take personal control of housing construction in the district, to provide daily practical assistance to economic management and party organizations in eliminating shortcomings in construction work and improving political work.
6. To oblige the director of the political institute Comrade Sukhomlinov, the chief engineer of the city communal farm Comrade Kudro, and the director of the art fund Comrade Fakturovich to ensure builders with project and estimate documentation by May 20 of this year and to resolve the issue of financing construction.
7. To oblige the executive committee of the city council of workers' deputies (Comrade Jarkimbaev) to take measures against the leaders of economic organizations that settled residential buildings without acceptance by the state commission, and to demand from them within a month to eliminate existing shortcomings and put residential buildings into operation.
8. To oblige the leaders of construction trusts and construction and installation managements to report on the implementation of this resolution to the city committee of the Communist Party of Kyrgyzstan by August 15 of this year.
