Graduated from KGU (1978), also completed postgraduate studies there (1982).
Worked as a junior researcher at the KGU Scientific Research Institute, engineer, senior engineer, junior researcher at the Institute of Management, leading researcher at the Institute of Economics of the Kyrgyz SSR Academy of Sciences, reference specialist, expert consultant in the department, head of the department, head of the analytical center, head of the management of the Office of the President of the Kyrgyz Republic, chairman of the State Committee of the Kyrgyz Republic on Economy, Minister of Economy, Minister of Finance of the Kyrgyz Republic, researcher at the Institute of Regional Studies, and since 2000 - national advisor on policy for the "Political and Administrative Management at the Central Level" program of UNDP.
Specialist in the field of market economy, economic planning, and state regulation.
Awarded the "Dank" medal (1998).
Published more than 50 scientific works, including 10 monographs.
