Kyrgyz. Born in the village of Cholpon in the Tyup District of the Issyk-Kul Region.
Graduated from KSAHI (1950), postgraduate studies at the Institute of Economics of the Academy of Sciences of the USSR (Moscow, 1953).
Worked as a junior researcher, senior researcher, head of the sector at the Institute of Economics of the Academy of Sciences, head of the department at the Central Committee of the Communist Party of Kyrgyzstan, deputy chairman for coordinating scientific research at the President of the Academy of Sciences of the Kyrgyz SSR, head of the sector, director of the Institute of Economics of the Ministry of Agriculture, director of the Agricultural Institute of Entrepreneurship Economics, since 2000 - head of the department at the Central Economic Institute of the National Academy of Sciences of the Kyrgyz Republic.
Specialist in the field of reforming the economy of agriculture and water management. Academician of the Russian Academy of Agricultural Sciences (2001), International Economic Academy of Eurasia (1997), Kazakh Academy of Agricultural Sciences.
Awarded Honorary Certificates of the Kyrgyz SSR, medals of the USSR.
Honored Worker of Science of the Kyrgyz Republic (1990). Published more than 250 scientific works, including 25 monographs.
Under his supervision, 6 doctoral and 28 candidate dissertations have been defended.
