Kyrgyz. Born in the village of Sary-Bulak, Kalinin District. Graduated from KSU.

Worked as a junior researcher, senior researcher, head of the sector, head of the department, deputy director of the Institute of Economics, vice-president of the Academy of Sciences of the Kirghiz SSR, deputy chairman of the Council of Ministers of the Kyrgyz Republic, state secretary of the Kyrgyz Republic, vice-prime minister of the Kyrgyz Republic, president of the National Academy of Sciences of the Kyrgyz Republic, chief researcher at the Institute of Economics of the National Academy of Sciences of the Kyrgyz Republic, and since 1998 - director of the Center for Economic and Social Reforms under the Ministry of Finance of the Kyrgyz Republic.

Specialist in the field of economic theory, history of economic thought, and regional economics.

Academician of the IA of the Kyrgyz Republic, Academy of Social and Pedagogical Sciences of the Russian Federation, Academy of Sciences of Sicily, International Public Aitmatov Academy, and several other academies.

Awarded medals of the USSR. Honored Scientist of the Kyrgyz Republic.

Laureate of the I.K. Akhunbaev Award (1994). More than 170 scientific works published, including 26 monographs and 1 textbook.

Under his supervision, 4 doctoral and 16 candidate dissertations have been defended.
