Kyrgyz. Born in the village of Chyrak in the Jety-Oguz district of the Issyk-Kul region. Graduated from the Moscow Engineering and Construction Institute (1970), and completed postgraduate studies there (1978).
Worked as a teacher, associate professor, head of the department, director of the Center for New Teaching Methods at FPI and KASI, Local Project Manager for TACIS, Deputy Project Manager for the World Bank and the Asian Development Bank, independent expert for the European Commission, and since 1993 - the first Vice-Rector of KASI and KGUSTA.
Specialist in energy supply and solar energy utilization. More than 90 scientific works published, including monographs.
