Kyrgyz. Born in the village of Ula-Khol, Ton District, Issyk-Kul Region. Graduated from FPI (1976).
Worked as a lecturer at FPI, head of the sector at the Research Institute of Agricultural Economics, chairman of the National Statistical Committee, Minister of Agriculture and Water Resources, and since 2002 - professor at KGNU.
Specialist in the field of agricultural economics. Awarded the USSR medal (1975), Honorary Certificate of the Supreme Council of the Kirghiz SSR (1976). Honored Economist of the Kyrgyz Republic (1996). Published more than 70 scientific works, including 14 monographs.
