Born in the village of Karavan, Aksy District, Jalal-Abad Region. Graduated from the Leningrad Electrotechnical Institute of Communications named after M.A. Bonch-Bruevich (1970), postgraduate studies at MEI (Moscow, 1978).
Worked as an assistant, lecturer, research intern, senior lecturer, associate professor at the Faculty of Computer Science, head of the department at JAGU, director of the Institute of Information and Measurement of the Southern Branch of the National Academy of Sciences of the Kyrgyz Republic, rector of JAGU, Minister of Education, Science, and Culture of the Kyrgyz Republic, since 2001 - First Deputy Minister of Education and Culture of the Kyrgyz Republic.
Specialist in the field of computer science and computing technology. Academician of the National Academy of Sciences of the Kyrgyz Republic (1993). Awarded the medal of the Kyrgyz Republic (1997). Published more than 70 scientific works, including 3 monographs and 15 methodological manuals.
