Kyrgyz. Born in the village of Zhol-Bulak (Sovetskoe) in the Kemin district of Chui region.

Graduated from FPI (1975), postgraduate studies at Moscow State University (1981).

Worked as a geological engineer at a design institute, engineer, senior engineer, junior researcher, senior researcher at the Academy of Sciences of the Kirghiz SSR, chief specialist, head of the department at the State Committee of the Kyrgyz Republic for Science, Technology and New Technologies, chief researcher at the Institute of Water Problems and Geology of the National Academy of Sciences of the Kyrgyz Republic, and since 1996 - head of the department at the Ministry of Ecology and Emergency Situations of the Kyrgyz Republic.

Specialist in engineering geology, soil science, geocatastrophology, permafrost studies, hydrogeology, and geology of Quaternary deposits.

Published more than 150 scientific works, including 5 monographs, 15 author certificates, and a series of published maps.

Under his supervision, 1 candidate dissertation has been defended.
