Construction of Plant No. 536 of the USSR NPK in Frunze. Document No. 132 (December 1941)

DECREE OF THE COUNCIL OF PEOPLE'S COMMISSARS OF THE KYRGYZ SSR AND THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN "ON THE CONSTRUCTION OF PLANT NO. 536 OF THE USSR NKVD"

Frunze, December 30, 1941.

The Council of People's Commissars of the Kyrgyz SSR and the Central Committee of the Communist Party (B) of Kyrgyzstan decree:
1. To approve the general plan of the plant and the construction schedule for Plant No. 536, presented by the director of Plant No. 536, Comrade Frolov, with a completion deadline of September 1, 1942.

2. To request the Council of People's Commissars of the USSR and the Central Committee of the All-Union Communist Party (B):

a) In order to ensure the fastest completion of the plant's construction, to obligate the Military Construction of the Central Asian Military District to carry out all construction work on the main buildings of Plant No. 536;

b) In connection with the lack of electricity supply to industrial enterprises in Frunze, including Plant No. 536, to include in the 1942 plan the construction of the Voroshilov Hydroelectric Power Station with a capacity of 11,000 kW in accordance with the submitted project of the national economic plan of the Kyrgyz SSR for 1942 and the memorandum of the Council of People's Commissars of the Kyrgyz SSR and the Central Committee of the Communist Party (B) of Kyrgyzstan No. 3/1994-s dated December 3, 1941;

c) To obligate the State Planning Committee of the USSR and the People's Commissar of Armaments:

1) To immediately ensure the construction with all necessary materials in accordance with the requests and construction deadlines of Plant No. 536.

2) To provide the construction of the plant with necessary construction machinery and vehicles according to the requests of Plant No. 536.

3) To allocate 100 units of 25-person tents to provide housing for construction workers and the necessary amount of textile and leather materials for sewing work clothes and footwear for construction workers on-site.

3. To obligate the State Planning Committee of the Kyrgyz SSR to provide Plant No. 536 with local building materials according to the attached list (List not published.) in accordance with the construction deadlines.

4. To obligate the People's Commissariat of Construction of the Kyrgyz SSR (Comrade Muratova) to carry out all road construction works and the development of construction quarries on a contractual basis, in accordance with the construction deadlines.

5. To obligate the People's Commissariat of Trade of the Kyrgyz SSR (Comrade Ershova) to organize the supply of food products to the workers of Plant No. 536 through a closed trade network according to special list norms, in accordance with the decree of the Council of People's Commissars of the USSR No. 2148 dated October 19, 1941.
