Events upon the completion of the Alamedin Hydroelectric Power Station. Document No. 153 (December 1944)
RESOLUTION OF THE BUREAU OF THE FRUNZE CITY COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN "ON MEASURES FOR THE COMPLETION OF THE CONSTRUCTION OF THE HYDROELECTRIC POWER STATION"

Considering the extreme tension with energy supply for industry, cultural and domestic institutions, and the working people of the city, and in order to practically implement the decision of the city party activist and the XIII plenum of the Frunze Regional Committee of the Communist Party (Bolsheviks) of Kyrgyzstan, the Bureau of the Frunze City Committee of the Communist Party (Bolsheviks) of Kyrgyzstan resolves:
1. To consider the completion of the construction of the Alamedin Hydroelectric Power Station as one of the most important economic and political tasks of the city party organization. To obligate district party committees and primary party organizations and district executive committees to conduct extensive mass-political work among workers, intellectuals, and the working quarters, mobilizing them for active participation in the construction of the hydroelectric power station.
2. To establish the deadline for the completion and commissioning of HPP-1 by February 15, 1945.
3. To determine the volume of main works for December as follows: earthworks 7300 cubic meters, concrete works 600 cubic meters, paving 1100 square meters, wooden structures 600 cubic meters, assembly works 30%.
4. To establish a labor expenditure of 25,000 labor days for December, including 17,500 person/days from the city, with the following distribution by districts:
in the Sverdlovsk district, permanent workers - 125 people
in the May Day district, permanent workers - 135 people
in the Proletarian district* permanent workers - 130 people
To request the Frunze Regional Committee of the Party to mobilize 300 people from the districts of the region for construction.
5. To establish that enterprises, institutions, and organizations of the city shall send to the construction of the hydroelectric power station workers capable of physical labor, provided with shoes and warm clothing, for a period until February 15.
To prohibit the heads of enterprises and institutions and secretaries of primary party organizations from replacing those sent for more than 30 days and from sending those under 16 years of age.
6. To obligate the director of the "Agricultural Transport" plant (comrade Livez) and the Motor Repair Plant (comrade Ignatiev) to saw 500 cubic meters of logs for the construction of the hydroelectric power station in December, 500 cubic meters in January, and 200 cubic meters in February.
7. To instruct the City Council comrade Svishchev to mobilize by December 10 - for a period of two months for the transportation of materials, bricks, etc., one ZIS-5 truck and two GAZ-AA trucks.
8. To obligate the director of the HPP comrade Blank:
a) to ensure uninterrupted electricity supply to the construction site of the hydroelectric power station to ensure continuous operation of motors for concrete and drainage works;
b) to complete the boring of the turbine bearings submitted to the workshops of the HPP by December 20.
9. To obligate the director of the "Red Metallist" plant comrade Tatulyan to produce 600 construction shovels and 100 pickaxes by December 15.
10. To obligate the director of the motor repair plant comrade Ignatiev:
a) to saw logs for the construction of the hydroelectric power station on an expedited basis;
b) to cast 8 leading rollers for the concrete mixer - Ronsom by December 10;
c) to produce 300 shovels for the construction of the hydroelectric power station.
11. To obligate the director of the Frunze plant comrade Sosin to produce 20 units of carpentry goods for the construction of the hydroelectric power station by December 10, and 30 units by December 20.
12. To obligate the director of the Frunze automobile base comrade Pchelintsev to complete the restoration of the ZIS engine sent for repair to the construction of the hydroelectric power station by December 10.
13. To obligate the director of the "Obshchepit" trust comrade Sokolov to provide the HPP-1 canteens with vegetables within the established norms.
14. To obligate the director of Frunzetorg comrade Kerbikov to allocate to the construction from the market fund knitted goods, felt boots, socks, leather shoes with wooden soles, and ear flap hats.
15. To request Kyrghydroenergo construction comrade Land:
a) to establish the sequence of woodworking operations for the construction of the hydroelectric power station by December 10;
b) to fully ensure the issuance of timber for the construction of the hydroelectric power station, transported by the construction's own transport, and not to allow this timber to be allocated to other construction projects of the Management;
c) to send carpenters from other construction sites to the construction of the hydroelectric power station until the completion of carpentry works by December 10;
d) to ensure the construction with all necessary project and estimate materials and normal uninterrupted financing of the construction by December 15;
e) to resolve the issue of anti-filtration measures for the HPP shaft by December 15.
16. To request the Frunze Regional Committee of the Communist Party (Bolsheviks) of Kyrgyzstan:
a) to allocate 250 pairs of felt boots, 500 units of knitted goods, 500 pairs of mittens, 800 pairs of woolen socks, 200 units of fur coats, and 1000 ear flap hats from the regional funds for the construction;
b) to obligate Textilsybt to sell the allocated cotton fund for construction in the amount of 12,000 rubles;
c) to obligate the director of the Frunze plant comrade Sosin to allocate 2000 kg of "noodle" waste for making nails for the construction;
d) to request the Frunze Regional Committee of the Party to attach the automobile garage of the hydroelectric power station construction to the Novo-Pokrovskaya ARI for the repair of automobiles;
e) to obligate the Voroshilov MTS to allocate one tractor with a pulley for 15 days for work at the stationary site for drilling a control well in the construction zone of the hydroelectric power station on the left bank of the ravine;
f) to obligate the "Kara-Kuray" artel to sew 100 pairs of leather shoes from the material and blanks of the hydroelectric power station within five days;
g) to mobilize 50 carpenters with tools for the construction of the hydroelectric power station;
h) to obligate the head of the Regional Department of the NKVD comrade Martynenko to return to the construction of the hydroelectric power station by December 12 the specially mobilized:
from the Ivanovo district - 5 people
from the Kant district - 8 people
from the Jangy-Dzher state farm - 35 people
from the Jangy-Pakhta state farm - 56 people
from the Lower Chuy state farm - 80 people.
17. To obligate the head of the construction of the hydroelectric power station comrade Dubov and the party organizer of the regional and city committees comrade Kruglov to take decisive measures to improve the organization of work, raise labor discipline, restructure political mass work, revitalize the work of trade union organizations, establish calendar work schedules for each construction group and district of the city, ensure unconditional fulfillment of the established work plan, and improve cultural and domestic services for workers.
18. To obligate Gortop to allocate 500 cubic meters of dry peat for heating the dormitory and workers' barracks for the construction of the hydroelectric power station.
19. To obligate the secretaries of district committees and chairmen of district executive committees comrade Galat, Zhorokhov, Koibagarov, Perekatov, Sinitsin, and Semenikhin to ensure the mobilization of workers for construction by December 15, assigning second secretaries of district party committees and deputy chairmen of district executive committees until the completion of construction for organizational and mass-political work. To establish daily control over the progress of construction and the execution of work, and to take strict measures against the leaders of economic and party bodies who evade fulfilling tasks related to the construction of the Alamedin Hydroelectric Power Station.
20. To obligate the district party committees to hold district meetings on December 11 with the heads of enterprises, institutions, and secretaries of party organizations on the issue of mobilizing the masses and their participation in the practical implementation of the construction of the hydroelectric power station.
21. To obligate the head of the propaganda department of the city committee comrade Lipovich to widely reflect in visual agitation both in the city and at the construction site the tasks of the working people in the construction of the hydroelectric power station.
