Organization of the Industrial Technical School in Frunze. Document No. 161 (September 1945)
FROM THE DECREE OF THE COUNCIL OF PEOPLE'S COMMISSARS OF THE KYRGYZ SSR "ON THE ORGANIZATION OF AN INDUSTRIAL TECHNICAL SCHOOL IN THE REPUBLIC"
Frunze September 8, 1945
In order to provide the industry of the Kyrgyz SSR with technical personnel of medium qualification, the Council of People's Commissars of the Kyrgyz SSR decrees:
1. To open in 1945 in Frunze an industrial technical school under the Ministry of Local Industry of the Kyrgyz SSR for 120 students with the following departments: mechanical, silicate-ceramic, knitting, and forestry.
The enrollment of students for the 1st year of the technical school is to be conducted until September 10 of this year, and the start of classes is set for September 17 of this year.
2. To obligate the ministers of local industry, comrade Guriyev, light industry, comrade Astafyev, forestry, comrade Sergeyev, chairman of the Kyrgyz Industrial Council, comrade Elizarov, Kyrgyz Cooperative Union, comrade Tsukerman, head of the
Management of Industrial Construction Materials, comrade Mamanov, to ensure the enrollment of students in the industrial technical school from enterprises of their system and among those who have graduated from seven-year schools, according to the appendix*.
It is established that at least 60% of the student body must be recruited from among the Kyrgyz.
3. To obligate the Ministry of Local Industry to complete the staffing of [the technical school] with teaching and support personnel by September 15 of this year.
4. To place the industrial technical school in the building of the Frunze Pedagogical College. ...
5. The control over the implementation of this decree is entrusted to the deputy chairman of the Council of Ministers of the Kyrgyz SSR, comrade Kolbaev.
