RESOLUTION OF THE COUNCIL OF MINISTERS OF THE KYRGYZ SSR "ON THE ORGANIZATION OF THE KYRGYZ STATE INSTITUTE OF PHYSICAL CULTURE"

In accordance with the directive of the Council of Ministers of the USSR dated July 15, 1955, the Council of Ministers of the Kyrgyz SSR resolves:
1. To organize the Kyrgyz State Institute of Physical Culture in Frunze starting from the 1955/56 academic year.
The organization of the specified institute shall be carried out at the expense of the staff and salary fund of the Frunze Pedagogical Institute of the Ministry of Education of the Kyrgyz SSR.
2. To establish a plan for the admission of 100 students to the first year of the institute of physical culture for the 1955/56 academic year.
To transfer 75 students from the Faculty of Physical Education of the former Frunze Pedagogical Institute to the newly organized institute of physical culture starting September 1, 1955.
3. To approve the staff of the institute of physical culture at 43.5 positions according to the appendix.
4. To obligate the Ministry of Education of the Kyrgyz SSR to transfer the educational and economic property, teaching aids, and laboratory equipment for chemistry, anatomy, and physiology from the former Frunze Pedagogical Institute from the balance of the Ministry to the balance of the Committee for Physical Culture and Sports under the Council of Ministers of the Kyrgyz SSR.
5. To propose to the State Planning Committee and the Ministry of Finance of the Kyrgyz SSR to submit no later than August 1, 1955, proposals for allocating funds to the Kyrgyz Institute of Physical Culture in the third quarter of 1955 for the purchase of inventory and equipment from unused capital investment limits.
6. To instruct the Committee for Physical Culture and Sports under the Council of Ministers of the Kyrgyz SSR and the Ministry of Finance of the Kyrgyz SSR to provide in the republic's budget for 1956 the necessary allocations for the operation of the institute and funds for the acquisition of economic and educational property.
7. To obligate the Executive Committee of the Frunze City Council of Workers' Deputies:
a) to allocate land for the construction of the institute of physical culture in 1955;
b) to provide three apartments for the faculty of the institute of physical culture in 1955.
8. To obligate the Ministry of Health of the Kyrgyz SSR to provide students of the institute of physical culture with the opportunity to undergo practical classes in anatomy at the base of the Kyrgyz Medical Institute.
9. To obligate the Committee for Physical Culture and Sports under the Council of Ministers of the Kyrgyz SSR to complete the staffing of the institute of physical culture with teaching staff by August 20, 1955.
10. To allow the Committee for Physical Culture and Sports under the Council of Ministers of the Kyrgyz SSR to spend 30,000 rubles from the budget for centralized activities on expenses related to the organization of the institute.
11. To obligate the State Planning Committee of the Kyrgyz SSR to allocate to the Kyrgyz Institute of Physical Culture in the second half of 1955:
a) construction repair materials, taking into account the funds allocated to the Ministry of Education of the Kyrgyz SSR;
b) a GAZ-51 cargo truck, at the expense of reducing the fund of the Affairs Administration of the Council of Ministers of the Kyrgyz SSR.
12. To request the Committee for Physical Culture and Sports under the Council of Ministers of the USSR to provide in the draft national economic plan for 1956 funds for the design and construction plan for 1956 for the design and construction of the student dormitory and educational building of the Kyrgyz Institute of Physical Culture.
13. To obligate the Ministry of Trade of the Kyrgyz SSR to ensure the delivery of necessary educational and sports property for the institute upon request from the Committee for Physical Culture and Sports.
14. To obligate the Committee for Physical Culture and Sports under the Council of Ministers of the Kyrgyz SSR and the Ministry of Finance of the Kyrgyz SSR to submit the budget for the institute's expenses for September-December 1955 to the Council of Ministers of the Kyrgyz SSR within ten days.
