Kyrgyz. Born in Frunze. Graduated from the historical faculty of Moscow State University, and completed postgraduate studies there as well. Worked as a senior lecturer, head of the department at KGU, Minister of Education of the Republic of Kyrgyzstan, Executive Director of the Center for Strategic Research, Executive Director of the Soros Foundation in Kyrgyzstan, and since 1996 - advisor to George Soros for the Asian region, head of the Soros Foundation's branches in this region.
Specialist in the history of Kyrgyzstan in the 20th century. More than 50 scientific works published, including 5 monographs. Under her supervision, 3 candidate dissertations have been defended.
