Planning the Construction of Sports Facilities in Frunze. Document No. 80 (March 1932)

EXTRACT FROM THE PROTOCOL OF THE MEETING OF THE COUNCIL OF PEOPLE'S COMMISSARS OF THE KYRGYZ ASSR ON THE CONSTRUCTION OF PHYSICAL CULTURE FACILITIES
Frunze, March 8, 1932.
Heard: On the construction of physical culture facilities (Introduced by the All-Union Council of Physical Culture, report by Comrade Balin).
Resolved: In order to fully meet the needs of workers for places to engage in physical culture, based on the resolution of the Council of People's Commissars of the RSFSR dated October 28, 1931, on the construction of physical culture facilities, the Council of People's Commissars of the Kyrgyz ASSR resolves:
1. When constructing new buildings for educational institutions of all types, except for primary schools, in 1932, the following must be provided:
a) Halls for physical exercises with auxiliary rooms that can accommodate both curriculum activities and mass participation;
b) Land plots with physical culture sites on them.
2. When constructing buildings for primary schools, the possibility of conducting physical exercises in educational and auxiliary rooms (classrooms, corridors) must be ensured by appropriate adaptations.
3. When constructing clubs, cultural houses, as well as social and cultural houses in cities and villages, the following must be provided:
a) Halls for physical exercises with auxiliary rooms;
b) Land plots with physical culture sites on them;
c) Water ski stations, if possible, territorially linked to the main cultural institutions.
When constructing buildings for collective farm clubs, the possibility of using part of the club's premises for physical exercises must be provided by appropriate adaptations.
4. When constructing industrial enterprises, the following must be provided:
a) Premises for conducting physical exercises during the working day (during breaks), and in harmful production, special premises should be allocated for these purposes, which can also be used as "red corners," while in non-harmful workshops, space within the workshop itself;
b) Land plots on the enterprise's territory with areas for active recreation for workers;
c) Water ski stations.
5. When constructing buildings for rest houses and health and preventive institutions, the following must be provided:
a) Premises for conducting medical gymnastics;
b) Land plots with physical culture sites on them.
The list of types of health and preventive institutions that must have physical culture facilities will be established by the Ministry of Health in coordination with the Supreme Council of Physical Culture of the Kyrgyz ASSR.
6. When carrying out communal construction, the construction of the following must be provided:
a) Swimming pools with auxiliary rooms at large city baths;
b) Bathhouses, beaches, and public showers.
7. Propose to state institutions, cooperative and public organizations to include in the control figures for 1932 the construction of physical culture facilities in accordance with this resolution.
