Approval of the First Five-Year Plan for the Development of the National Economy


In December 1929, the II session of the Central Executive Committee of the Kyrgyz ASSR approved the first five-year plan for the development of the national economy for 1928-1932, which provided for capital investments amounting to 240 million rubles, intended for the creation of an industrial base in Kyrgyzstan through the construction of new factories, plants, mines, and the reconstruction and expansion of the capacities of old enterprises. The capital of the republic played an important role in all of this.

During the years of the first five-year plan, two leather factories, a woolen mill, a sewing factory, a candy factory, a bread factory, carpentry and furniture workshops, an electric mill, an elevator, a brick factory, a fermentation plant, and a printing house were built in the city of Frunze. The "Intergelpo" enterprises produced goods worth 921.5 thousand rubles in 1928 and 3.4 million rubles in 1933.

On May 15, 1931, a repair and mechanical plant and a meat processing plant were commissioned. The small Alamedin hydroelectric power station was constructed (1929), followed by the Alamedin hydroelectric power station No. 1 (1931). Between 1930 and 1932, a section of the Frunze-Kant railway was built. In 1931, the city water supply was put into operation, serving 35% of the population, and 16,000 linear meters of the roadway of the streets were covered with gravel. In March 1931, the meat processing plant was commissioned. From 1930 to 1932, a state nursery was established on the northern outskirts of Frunze, which provided 70,000 seedlings of ornamental plants for the greening of the city. Cultural construction developed as well. In 1932, a pedagogical institute opened, and in 1932, a higher agricultural school was established, along with 10 secondary specialized educational institutions. In the 1932-33 academic year, 31 schools operated in the city, and 12 mass workers' clubs functioned. The house of the peasant included a dining room, library, and reading room, while the city had 2 theaters, a state circus, a sound cinema, 4 red tea houses, and 3 public libraries.

One of the top priorities in the area of urban improvement remained the replacement of streets and the construction of sidewalks. The two mountain rivers flowing through the city, Alamedin and Ala-Archa, threatened the city with flooding every year during the melting of the glaciers of the Kyrgyz Ala-Too. Work was carried out on the construction and repair of the dam.

By this time, the center of the city had shifted to the southwest, in the area of the intersection of what is now Abdumomunov Street and Erkindik Avenue (formerly Dzerzhinsky). With the growth of the population and the development of industry, the urban territory continued to expand, primarily in the southwest direction during the 1930s. As a separate residential area, a workers' town emerged, founded between 1928 and 1932 by members of the "Intergelpo" cooperative, featuring a radial-ring structure with residential blocks divided by systematic streets and alleys into small blocks - "fans," with a park in the center containing trade, public catering, and cultural and domestic facilities.

If by 1918 the city occupied 4,800 hectares, by the end of the 1930s it occupied 70,607 hectares, including built-up land - 1,961 hectares, green areas and plantations - 52 hectares, and other land - 5,594 hectares.
