MATERIALS FOR THE REPORT AT THE IV CONGRESS OF THE COUNCILS OF THE KYRGYZ ASSR ON THE RESULTS OF THE FIRST FIVE-YEAR PLAN FOR THE DEVELOPMENT OF THE NATIONAL ECONOMY OF THE KYRGYZ ASSR

By the beginning of the first five-year plan, the foundations of the economic industry were being laid: the coal industry was reconstructed, with production in 1928 rising to 3 million 473 thousand rubles; built and put into operation before the start of the first five-year plan: a silk-reeling factory (Osh - 1927), printing house No. 1 (Frunze), cotton-cleaning plant No. 1 (Kara-Su, 1926), leather factory (Frunze - 1927), fruit brandy factory (Frunze - 1925), soap factory (Frunze - 1927), brick factory (1926), not counting small construction and construction ongoing along the lines of the current craft production council. In 1927/28, there were already 14 censored enterprises in Kyrgyzstan with an annual gross output of 10,311 thousand rubles...
During the first five-year plan, the construction of the Alamedin hydroelectric station was completed with an investment of 1,594 thousand rubles, well-equipped with imported turbines and generators (capacity 410 kW), the construction of Frunze thermal power station No. 1 was completed, with an investment of 558 thousand rubles, and the construction of thermal central station No. 2 was started...
...The largest facility of union significance in the food industry was the construction of a meat processing plant (Frunze, launched in 1931) with investments of 5 million 072 thousand rubles, which accounted for 28.4% of all investments in the food industry. The plant is equipped with the latest technology, with a well-equipped workers' town and cultural service facilities.
In addition, in the food industry, the following were built and put into operation: a fermentation plant (Frunze - 1932, with an investment of 1 million 470 thousand rubles), enterprises of the cheese trust for processing dairy products with an investment of 415 thousand rubles, a fruit brandy factory and a brewery with an investment of 530 thousand rubles over the five-year period, a pasta factory with an investment of 486 thousand rubles (not completed and put into conservation), and an elevator.
In the first five-year plan, the leather factory named after Zelensky was finally equipped with an investment of 699 thousand rubles.
Nearby swamps were drained, a highway was constructed, and residential houses were built.
Before the revolution, the printing industry in Kyrgyzstan was represented by a single semi-handicraft printing house in Frunze. During the five-year plan, a number of printing houses were built in district centers.
The building of the Frunze printing house, the best printing house in Central Asia, was constructed. During the first five-year plan, 880 thousand rubles were invested in the printing industry.
Currently, the industrial cooperation of Kyrgyzstan already has large mechanized enterprises, such as: the wool factory "Intergelpo," with an annual output of 300,000 meters of cloth; a leather factory with an annual output of 800 thousand decimeters of upper leather (chrome - shevret); a mechanical workshop of the same "Intergelpo" producing consumer metal products worth 600.5 thousand rubles annually; a tobacco factory (Kyrgyztabakprom) with an annual output of 65,000 boxes of makhorka; a sewing and knitwear factory (gorshveyodezhda) producing goods worth 2.5 million rubles annually; and the Frunze artel named after Urazbekov, which collects various scrap, providing 100 thousand rubles of deficit products...
