EXCERPT FROM THE PROTOCOL OF THE MEETING OF THE REGIONAL GOVERNMENT OF THE ALL-RUSSIAN UNION OF CONSTRUCTION WORKERS OF THE KYRGYZ AUTONOMOUS REGION ON THE ORGANIZATION OF THE RED CHAIHANA IN FRUNZE
Frunze, September 25, 1928.
Heard: Report by Comrade Sukhoruchkin on the organization of the red chaihana in Frunze for members of the union of construction workers from national minorities, such as: Uighurs and others.
Resolved: During the summer construction season, all members of national minorities were scattered across construction sites throughout the Frunze district, where there were red chaihanas and corners directly serving the workers; as for the winter lull in construction work, all members of national minorities will remain for the winter in Frunze. Therefore, for the cultural service of the latter, it is deemed necessary to equip a red chaihana in Frunze for members of national minorities. At the same time, we request the regional political education committee to assist in the organization and one-time material aid for the acquisition of appropriate literature, as well as to include in the budget the payment for the chaihana manager.
