FROM THE PROTOCOL OF THE MEETING OF THE PISHPEK DISTRICT SOVIET ON THE NATIONALIZATION OF THE TANNERY, ON THE ALLOCATION OF FUNDS FOR EPIDEMIC PREVENTION MEASURES
Pishpek, June 4, 1918
§ 1. The report of the commission on the inspection of the children's shelter regarding the allocation of iron held by the Chui organization for the repair of beds for children was heard.
It was resolved: To instruct the Committee of the Chui organization to issue the necessary amount of iron to the shelter for the construction of 100 beds at actual cost, for which an advance of 10,000 rubles will be issued from the Council's funds at the first opportunity....
§ 3. The report of the Union of Craftsmen on the transfer of 2 scythes and 2 rakes from the Chui organization for the needs of the Union was heard.
It was resolved: To reject the Union's request, to give the scythes and rakes to poor soldier's wives whose husbands have not returned from the front and are in captivity.
§ 4. The report of the Union of Craftsmen on the transfer of the factory of merchant Polutbaev for the leather production of cooperatives was heard.
It was resolved: To satisfy the Union's request....
§ 9. The report of the Pishpek district food department on the issuance of 20,000 rubles for the transportation of bread from Verny to Pishpek was heard.
It was resolved: To issue the requested advance.... § 14. The report of the doctor Frunze dated May 30 on the allocation of 1,500 rubles for the maintenance of the infectious [barrack] was heard. It was resolved: To satisfy the request.

FROM THE PROTOCOL OF THE GENERAL MEETING OF THE PISHPEK DISTRICT SOVIET ON THE APPOINTMENT OF A COMMISSIONER FOR PUBLIC HEALTH
Pishpek, June 5, 1918
... The protocol of the executive committee No. 36 § 5 on the appointment of comrade Ivanitsyn as acting commissioner for public health is approved, with an advance allocation of 30,000 rubles for combating the spread of cholera, which he will receive from the Council's treasurer as needed.

EXTRACT FROM THE PROTOCOL OF THE MEETING OF THE PISHPEK DISTRICT SOVIET ON THE ESTABLISHMENT OF A PRINTING HOUSE IN THE KIRGHIZ LANGUAGE
Pishpek, June 18, 1918
§ 3. A copy of the protocol of the general meeting of the Muslim youth of the left SRs of Pishpek dated June 16 of this year was heard.
Point 1 on the establishment of a printing house in the Muslim language using a shapirograph, which can be acquired from the Chui organization, and on the appointment of a commission for the establishment of the printing house.
It was resolved: To approve the protocol, suggesting to the Chui organization that if shapirographs are available, they should not refuse to satisfy the request of the Muslims at the beginning of the work in the areas.

PROTOCOL OF THE GENERAL MEETING OF DOCTORS AND THEIR ASSISTANTS IN PISHPEK ON THE ORGANIZATION OF THE DISTRICT SANITARY COUNCIL AND SANITARY WORK IN THE CITY
Pishpek, June 23, 1918
On point 1 it was resolved: that the sanitary council consists of the health commissioner, a doctor, 2 medical paramedics, 1 veterinary doctor and paramedic, and 1 pharmacist. The following were elected from the medical staff: doctor Frunze (K.B. Frunze - brother of M.V. Frunze participated in the meeting), paramedics Rybtchik and Krasev; a doctor and paramedic from the veterinary college will be elected in the near future, who will also join the council, and the only pharmacist in Pishpek, Kveitman, is also included in the council; a commissioner was not elected, as the local Soviet had already appointed citizen Ivanitsyn as health commissioner before the council was organized.
On point 2 it was resolved: the health commissioner by virtue of his position is the chairman of the sanitary council; matters concerning all branches of sanitary and medical affairs are decided collectively in the sanitary council by majority vote, and the executive bodies of the sanitary council must only implement the resolutions of this council.
On point 3 it became clear from the exchange of opinions that there have been and are individual cases of Asian cholera in Pishpek, although these cases are quite numerous, they are still only individual (sporadic) cases, and cholera does not have an epidemic character in Pishpek.
On this point, the medical meeting resolved: to remind the sanitary council of its first resolution on dividing the city into separate sanitary areas and on electing sanitary guardians in these areas to monitor the sanitary condition and morbidity in their areas. The medical meeting requests the sanitary council to implement the mentioned resolution on sanitary guardianship as soon as possible, as only under this condition can accurate accounting of morbidity and mortality from the epidemic be possible, which, in turn, is necessary for taking rational measures to combat the epidemic.
On point 4 it was resolved: to instruct the sanitary council together with doctor Lyassota to develop the issue of liquidating the hospital in all its details and present their considerations by June 30 of this year for discussion at the general medical meeting, which should be convened to decide on the issue of liquidating the hospital on June 30, 1918.
K.B. Frunze - brother of M.V. Frunze participated in the meeting.
Moreover, in connection with the issue of liquidating the hospital, it was resolved: that the general meeting of doctors and their assistants should direct and control the activities of the sanitary council, for which it should meet at least once a month, and in emergency cases more often.

FROM THE LETTER OF THE PISHPEK COMMISSIONER FOR CITY AFFAIRS TO THE PISHPEK DISTRICT COUNCIL ON THE OPENING OF A PEOPLE'S HOUSE IN PISHPEK
Pishpek, June 29, 1918
The Bolshevik-Communist Party of Pishpek expressed a desire to open a library-reading room in Pishpek.
In response to this desire, the Communist faction decided to open not a library, but a People's House, which will play a huge role in the spiritual development of the people. It is planned to open a solid library-reading room, to hold educational lectures on all issues of politics, economics, communes, literature, and other pressing issues. In short, the People's House we are opening will be a school of modern life. For this noble initiative, the city has allocated 18,000 rubles....
