ACT ON THE TEMPORARY ALLOTMENT OF PASTURE LAND FOR THE CITY OF PISHPEK, PREPARED BY THE COMMISSION AT THE INSTRUCTION OF THE TURKESTAN GENERAL-GOVERNOR AND SENT TO THE HEAD OF THE TOKMAK DISTRICT

We, the undersigned, by virtue of the personal order of the acting Turkestan general-governor, who is performing the duties of the head of the Tokmak district, Colonel Tomski, regarding the temporary allotment of pasture land for the city of Pishpek, conducted an inspection of the surrounding areas of the city and found the necessary amount of land to be demarcated according to the space of the city, applying article 435 of the land surveying regulations of 1857, so that the boundaries of the pasture would be to the east of the road leading from Pishpek to Tokmak, opposite the southeast side of the old Sart fortress, and to the south, parallel to the current city buildings at 230 fathoms, ending on the southern side two versts from the southern end of the city buildings. Then, from the beginning of the said line opposite the fortress, it runs along the Tokmak road to the east for 240 fathoms, then turns north along the river Alamedin and ends five versts and 100 fathoms from the said road. To the north, the boundary goes west of the Alamedin River and ends three versts and 240 fathoms from it. To the west, the boundary runs from the end of the last line south for 854 fathoms, and to the south, the boundary extends for 31½ fathoms.
In total, under the pasture and the city, there are 3326 desyatinas and 1100 square fathoms. Of these, under urban buildings, there are 156 desyatinas and 600 square fathoms, under the state garden 26 desyatinas, intended for the cultivation of a state forest grove 74 desyatinas and 300 square fathoms, where the land has already been developed over an area of 7 desyatinas and there are already about 300,000 seedlings of Andijan elm, which constitutes, excluding the land occupied by state plantations, somewhat more than the two-verst allotment specified by the aforementioned article of law.
Although the amount of land allocated for the city pasture generally exceeds the amount designated by law, this was necessary because inconvenient places entered into the city land, in a number of ancient riverbeds, unsuitable for any cultivation, and such, due to the scarcity of grass, could not satisfy the purpose for grazing livestock.
