REQUESTING TO PETITION THE POLICE DEPARTMENT TO PROTECT the city of PISHPEK FROM THE INFLUX OF SUPERVISED PERSONS DURING THE CONSTRUCTION OF THE RAILWAY AND HYDRAULIC STRUCTURES TO MAINTAIN PEACE AND ORDER IN THE CITYCity of Verny, June 3, 1916
The large-scale works currently being carried out in the Pishpek district for the construction of the Semirechenskaya Railway and the erection of hydraulic structures for the irrigation of the Chu River valley are attracting a mass of incoming labor, which is accumulating in Pishpek as the administrative center of these enterprises.
Furthermore, it is noted that Pishpek is beginning to attract various unsavory individuals who undoubtedly hope for easy profits during the ongoing and increasingly intense construction boom there. Reports are coming from all sides to the local District Chief about the issuance of passes to supervised individuals for travel to Pishpek.
The extremely limited staff of the district and city police, designed exclusively to serve the needs of the local indigenous population of Pishpek and its district, hardly guarantees the necessary order and tranquility in this district. Therefore, I have proposed to both the contractor for the construction of the Semirechenskaya Railway, Engineer Chayev, and the head of the irrigation works in the Chu River valley, Engineer Vasilyev, to assist the local police by hiring additional mounted police officers at the expense of the enterprises entrusted to them to maintain order at the work sites, as specified in Article 42 of the general regulations of the Governorate for the continuation of 1912.
I also recognize it as extremely necessary to protect Pishpek from the influx of supervised individuals by prohibiting their dispatch there for the entire duration of the construction of the railway and the Chu works, which I request the Chief of the Region to petition the Police Department about.
