FROM THE INFORMATION OF THE NEWSPAPER "TURKESTAN NEWS" ON THE STATE OF INCOME AND EXPENSES BY CITIES OF THE SEMIRECHYE REGION

From the reports on the state of income and expenses by cities of the Semirechye region submitted by the military governor to the Turkestan governor-general, we borrow the following data.
For the city of Pishpek (6,622 residents), total income for 1907 amounted to 60,806 rubles (the main source of income - land and property tax yielded 40,083 rubles). Expenses also amounted to 60,806 rubles. Of these, 6,632 rubles were spent on the maintenance of the municipal public administration staff, 3,130 rubles on the city police, 590 rubles on fire safety measures, 3,381 rubles on city improvement, 2,000 rubles on lighting, 6,048 rubles on public education, 2,024 rubles on public welfare, 4,284 rubles on medical services, and 15,213 rubles on the acquisition of buildings and real estate...

PETITION OF THE INDIGENOUS MUSLIM RESIDENTS OF THE CITY OF PISHPEK ADDRESSED TO THE INSPECTOR OF PUBLIC SCHOOLS OF THE 2ND DISTRICT OF THE SEMIRECHYE REGION - TO MAINTAIN THE MALE NEW METHOD SCHOOL AT THE TATAR MOSQUE WITH THE SAME NATIONAL COMPOSITION OF TEACHERS AND STUDENTS
City of Pishpek, May 1, 1912
Enclosing herewith an extract from the report of the Pishpek police chief regarding the Muslim educational institutions of the city of Pishpek, we, the undersigned indigenous residents of the city of Pishpek, have the honor to humbly request Your Excellency to advocate before the appropriate authorities for the following. In the city of Pishpek, among the Muslim educational institutions, there is a male new method maktab at the Tatar mosque, which has four teachers, three of whom are Tatars and one is Bashkir, and 120 students, of whom 30 are Tatars, and the remaining 90 are Kyrgyz and Sart. With the introduction of the new regulations for Muslim schools, requiring that both teachers and students must belong to the same nationality, the aforementioned new method maktab at the Tatar mosque will have to lose its students, i.e., 90 Kyrgyz and Sart students, which will put the maktab, which is maintained solely by voluntary donations from Muslims, in impossible conditions for its existence: with the departure of Kyrgyz and Sart students, these donations will decrease by more than half, and there will be no means to maintain all six divisions of this maktab, and its closure is highly undesirable, as it is the only Muslim educational institution in the city of Pishpek, aimed at implementing the principles of European culture into the lives of Muslims and therefore striving, if not for the elimination, then for the weakening of Muslim fanaticism.
Therefore, we respectfully request Your Excellency to advocate for the preservation of our maktab and for permission to educate Kyrgyz and Sart children in it with the aforementioned composition of teachers, as it is impossible to find Kyrgyz or Sart teachers suitable for teaching in a new method maktab with six divisions.

We, the undersigned indigenous residents of the city of Pishpek, have the honor to humbly request Your Excellency to advocate before the appropriate authorities for the following.
In our city, among the Muslim educational institutions, there is a female new method maktab, where, in addition to academic subjects, needlework is also taught; in this maktab, there are two teachers - Tatar women, who received their education in women's schools in Kazan and Ufa, and 70 students, of whom 50 are Tatar girls and 20 are Kyrgyz girls.
With the introduction of the new regulations for Muslim schools, requiring that both teachers and students must belong to the same nationality, the aforementioned female maktab will have to lose 20 of its best students - Kyrgyz girls, who permanently live with their parents in the city of Pishpek, which will put the maktab, maintained solely by voluntary donations from Muslims, in impossible conditions for its existence.
Furthermore, we declare that the aforementioned maktab is the only female Muslim educational institution in the city of Pishpek, aimed at bringing to life and into the everyday lives of Muslims, who have suffered in ignorance for centuries, the principles of European culture.
In light of the above, we respectfully request Your Excellency to advocate for the preservation of the aforementioned female maktab and for permission to educate the daughters of Kyrgyz living permanently in the city of Pishpek, with the aforementioned composition of teachers, as there are absolutely no Kyrgyz female teachers suitable for teaching in a new method maktab.
