The Role of First Secretaries in the Development of the City of Osh

Creation of the Construction Industry Base in Osh


Of course, the development of the city of Osh did not go unnoticed by the leaders of the republic. It is important to highlight the significant role of T. Usubaliev — the first secretary of the Central Committee of the Communist Party of Kyrgyzstan from 1961 to 1985, S. Begaliev — the chairman of the State Planning Committee of the republic for over 20 years, and A. Masaliev — the first secretary of the Central Committee of the Communist Party of Kyrgyzstan from 1985 to 1991. T. Usubaliev and S. Begaliev recalled the plans and activities aimed at the development of the city of Osh in the 1960s to 1980s. They believed that Osh, being the second-largest city in the Kyrgyz Republic, deserved constant attention. The city experienced its greatest development starting from the late 1950s and throughout the 1960s to 1980s. During these years, a powerful base for the construction industry was established to create the economic foundation of southern Kyrgyzstan. Factories were built, including a reinforced concrete structures plant, a large-panel housing construction plant, a woodworking plant, a construction materials plant, bus depots, a non-metallic materials plant, asphalt and brick factories, and several other construction industry facilities.

The establishment of the construction industry base enabled the construction of industrial potential facilities in the city of Osh, including cotton and silk factories, a distillery and pump factory, a meat processing plant, a television center, telecommunications facilities, and the expansion of the heat and power plant.

Opportunities arose for the creation of engineering infrastructure facilities in the city: water intake facilities with distribution networks for water supply; sewage treatment facilities with sewage networks; modern highways; trolleybus lines with depots; a bridge with a span of 700 meters across the Ak-Buura River, which connected the southern and western districts of the city with the center; an airport; and a racetrack.

Every year, 200,000 to 300,000 square meters of residential space were put into operation, along with kindergartens, schools, a regional multi-profile hospital, a children's hospital, a pedagogical institute, the regional administration building, a city library, shops, several clubs, outpatient clinics, the Osh Recreation House, the Kyrgyz and Uzbek Drama Theaters, and several other socio-cultural facilities.

A significant volume of capital investments was directed towards improving public spaces, streets, and creating recreational areas along the Ak-Buura River and in the foothill regions. These and other activities transformed the city of Osh into a modern city of the Kyrgyz Republic.
