It is worth noting the activities of another leader. We mean Fisher Yan Efimovich, who, after graduating from the Frunze Polytechnic Institute in 1959 (specialty: industrial and civil construction), dedicated many years of his life to the construction industry in Kyrgyzstan. Over 26 years of work, Y. E. Fisher made a significant contribution to the socio-economic development of the city of Osh. Under his direct leadership, dozens of industrial and civil facilities, housing, schools, kindergartens, hospitals, and clinics were built, and major projects such as the Osh DSK, Osh Meat Processing Plant, Osh Thermal Power Plant, and Osh Cotton Mill were put into operation.
For his achievements in labor, Y. E. Fisher was awarded Honorary Certificates from the Supreme Council of the Kyrgyz SSR, the Medal for Labor Valor, the Order of the Badge of Honor, and two Orders of the Red Banner of Labor.
In 1981, he was awarded the honorary title of Honored Builder of the Kyrgyz SSR, and in 1997 he received the title of Honorary Citizen of Bishkek.
The development of the economy and culture of the city of Osh was also contributed to by the leaders of the region. In the post-war years, a number of comrades served as first secretaries of the Osh Regional Party Committee, chairmen of the regional executive committee, and akims. Among them were: B. Yakovlev, B. Kapustin, A. Imanaliev, J. Tongombaev, T. Baltagulov, M. Abdygulov, P. Primov, A. Suyumbaev, S. Ibraimov, U. Sydykov, B. Sydykov, M. Kaparov, A. Erkebayev, J. Rustenbekov, A. Muraliyev, and others. A. Suyumbaev and S. Ibraimov made particularly significant contributions to the development of the city. At the initiative of A. Suyumbaev (chairman of the regional executive committee since 1960 and First Secretary of the Regional Party Committee from 1962 to 1982), the construction of the "Alan" Hotel and the "Dynamo" Stadium was carried out. They initially built using internal reserves, without waiting for funds from the republic's budget. A. Suyumbaev did a lot to bring order to the Ak-Buur waterfront. While serving as the chairman of the Council of Ministers of the republic (1968–1978), he allocated a three-story building for the educational building of the Faculty of Foreign Languages at the Osh Pedagogical Institute and allowed the construction of the philology faculty building to be completed.
Sultan Ibraimovich Ibraimov (secretary of the regional committee from 1968 to 1978, and chairman of the Supreme Council of the Kyrgyz SSR and chairman of the Council of Ministers of the republic from 1978 to 1981) paid great attention to the development of the city. He helped complete the construction of the administrative building of the regional party committee and the Kyrgyz Drama Theater. He allocated the building of the city party committee to the Osh Pedagogical Institute and provided 18 apartments for the teaching staff of the institute. With his help, the construction of a bridge—a long-awaited dream of the townspeople—was completed. As chairman of the Council of Ministers, he granted the Osh Pedagogical Institute the status of a first-category university.
He dreamed of creating a university based on this institute, which was realized later.
