We cannot forget the activities of Sadikbek Ablesov, who served as the chairman of the Osh city executive committee from 1972 to 1979, and from 1979 to 1982 as the first secretary of the Osh city committee of the party. While working as the manager of the Osh auto trust, he was invited to the Central Committee of the Communist Party of Kyrgyzstan, where T. Usubaliev informed him that his candidacy was recommended for the position of chairman of the Osh city council, providing several pieces of advice for further work.
On April 21, 1972, the city council session approved S. Ablesov as chairman, a position he held until 1979, and then from 1979 to 1982 he was the first secretary of the Osh city committee of the Communist Party of Kyrgyzstan. In total, he led the city for ten years. As the first secretary and chairman of the city council, Ablesov thoroughly studied the economic activities of the city. The main issue for him was transportation; it was necessary to launch trolleybuses around the Ak-Buura River as soon as possible. For this purpose, reconstruction of the river along Kyrgyzstan Street was carried out on the left bank. Ablesov recalls the story of acquiring four trolleybuses for the new line. The order for Osh was fulfilled simultaneously with the order for Frunze, which received its 16 and 4 trolleybuses intended for Osh. Since even 20 trolleybuses were insufficient for the city of Frunze, the chairman of the Frunze city council, O. Mederov, unilaterally decided to keep the entire batch of trolleybuses in Frunze. S. Ablesov had to seek help from Sultan Ibraimovich. After that, 4 trolleybuses were sent to Osh. The line was launched. Interestingly, initially, the ride on the trolleybuses was free. From 1976 to 1980, at the initiative of S. Ibraimov, a large bridge was built connecting the parks of Toktogul and Navoi.
This park area became a recreational zone for the city's residents. Great attention was paid to the construction of housing for workers and employees.
Dozens of multi-story buildings appeared in the "Southeast" microdistrict. There were plans to build a restaurant in the cave designed by sculptor Turgunbay Sadikov. Dishes were ordered in Samarkand with the inscription "Kozho-Tash." However, the city's elders opposed this project and requested that a museum be established in the cave. After a meeting between S. Ibraimov and the city's old-timers, an exhibition of the local history museum was opened in the cave. By the way, there was also a discussion about building a funicular to the Sulayman-Too mountain. The project was commissioned to Georgian architects, but for objective reasons, it was not implemented.
Special attention was given to greening around Sulayman-Too. This was handled by the deputy chairman of the city executive committee, Uzgen Yuldashev. Along the way, the task of archaeological research arose. For this purpose, Professor Y. A. Zadneprovsky was invited to Osh. To conduct excavations, 50-60 workers were enrolled in the green construction staff for a period of two months. Subsequently, Professor Y. A. Zadneprovsky concluded from the excavations that the city of Osh is 3,340 years old. This date was planned to be celebrated in 1982. S. Ablesov recalled in this regard that he was almost held accountable for paying the wages of the workers involved in the excavations, considering these excavations illegal; fortunately, the chairman of the Council of Ministers, A. Suyumbaev, intervened and justified him.
