From 1971 to 1974, the first secretary of the Osh City Committee of the Party was Tolgarbek Sarbanov. In his memoirs, he notes that during those years, the city’s party organs faced the task of developing and implementing comprehensive measures for the further development of the scientific and technical potential of the city. As mentioned above, Osh concentrated the main production of silk and cotton fabrics in the republic, a pump factory, a thermal power plant, a factory for reinforced concrete products, and others. Thus, the necessary conditions for the further development of industrial production were created. At the same time, during this important period, a number of issues related to the development of healthcare and cultural institutions were addressed. In solving these tasks, he constantly relied on the support of the citizens.

From March 1973 to March 1977, Ilyas Kasendeev served as the first secretary of the Osh City Committee of the Communist Party of Kyrgyzstan. These years were memorable for him as years of rapid economic and cultural development of ancient Osh, the center of the largest Osh region in the republic.

It was during this period that a dairy plant, a furniture factory, and a folk arts and crafts association were built and began to operate successfully in Osh. The construction of the second phase of one of the largest cotton processing plants in Central Asia, the Osh Cotton Mill (HBC), was completed, and the reconstruction of the oldest light industry enterprise in Kyrgyzstan—the Osh Silk Mill named after VLKSM—was initiated. This period also saw accelerated housing construction and urban improvement.

With the introduction of the house-building combine, the annual housing input reached 50,000 square meters. It was then that the largest residential microdistrict of Osh, "Southeast," was built, several new schools were opened, the largest regional hospital in the republic was established, and the regional Kyrgyz and Uzbek drama theaters and several other large facilities were constructed. Significant work was carried out to reconstruct city roads and streets, the first trolleybus line was nearly completed, and a new bridge over the Ak-Buura River was built. The city saw the appearance of well-equipped, elegant bus stops. In the "Sulaymanka" area, a new urban recreation zone was created, a local history museum was built, access roads were constructed through public works, and the slopes of the mountain were landscaped. Extensive work was done to clean and improve the floodplain of the Ak-Buura River and to design parks and squares in the city.

Those years were remembered for colorful mass celebrations and public festivities. Among them was the celebration of the 50th anniversary of the Kyrgyz SSR, in which hundreds of city collectives and many thousands of citizens participated in the sports and cultural program.
