T. Amanaliev - First Secretary of the City Party Committee of Osh


Among all the first secretaries of the city party committee, T. Amanaliev served the longest (1961—1971).

During these years, the chairmen of the city council were A. Jumabaev and K. Atashev. All these leaders worked together for the further development and prosperity of the city. Turgunaly Amanaliev's activities began in 1961 with the construction of a cotton processing plant (completed in 1969). The plant was built on the territory of the collective farm "Communism," where the chairman was the Hero of Socialist Labor Topchubai Junusov. There were 5 ails here, where 3,500 families lived. More than 5 million rubles were paid just for the demolition of their houses. In connection with the construction of the plant, a special construction organization "Oshgorstroy" was created. Oshstroy built a textile plant, dormitories for 1,200 people, secondary schools, an educational building and a dormitory for 600 students of the vocational school, apartments for workers (12 houses with an area of 50,000 sq. m), retail outlets, kindergartens, etc.

It should be noted that Secretary of the Central Committee of the Communist Party of the Soviet Union Ivan Vasilyevich Kapitonov provided significant assistance in the construction of the plant. In 1968, during a visit to Osh and getting acquainted with the construction of the plant, he invited T. Amanaliev to Moscow, to the Central Committee of the Communist Party, where he organized meetings with the Minister of Light Industry of the Union and the Secretary of the Ivanovo Regional Party Committee. In Ivanovo, T. Amanaliev studied the activities of the Ivanovo Textile Plant and the experience of building similar enterprises. The Ivanovo plant committed to train 120 of our girls in weaving within a year, paying them a scholarship of 75 rubles. In addition, the Ivanovo specialists sent 120 of their specialists for permanent work at the Osh textile plant. This established a friendly, labor connection between the two plants. The Ministry of Light Industry of the USSR allocated the necessary amount of construction equipment for the construction of the Osh cotton processing plant: 35 dump trucks, 10 bulldozers, 2 graders, and a 75-meter tower crane. This was a huge help from the union ministry.

Regarding the construction of the plant, T. Amanaliev was received by Vladimir Grigorievich Lomonosov — the head of the Central Asian Bureau of the Central Committee of the Communist Party. According to his instructions, the Council of People's Economy of Central Asia allocated 1.5 million rubles for the construction of the plant. (Thus, the entire country helped to build the plant. At the same time, the construction of the trolleybus line was underway in the city. For this purpose, T. Amanaliev established connections with the Voronezh Carriage Works. In 1962, a bread factory and a dry cleaner were built, and in 1964 — a household services plant.

Starting in 1964, the construction of urban wastewater treatment facilities (sewerage) with a length of 30 km began. The Osh airport was built in 30 days. This made it possible to open air communication with the cities of Frunze, Tashkent, Almaty, and Moscow. During these years, the construction of the building of the Osh city party committee and regional committee was completed. T. Amanaliev paid great attention to the construction of the pedagogical institute. To free up space for this construction, 300 backyards were demolished. This was a very complex issue and was resolved under difficult conditions.

Much time was devoted to greening the city and building roads. The 9th cargo auto base provided significant assistance in this. The length of the roads exceeded 500 km. B. Juraev, now a deputy of the Jogorku Kenesh, particularly distinguished himself in the construction. The Ministry of Finance of the Kyrgyz SSR, represented by Minister A. Toktonaliev, allocated huge funds from the budget for road construction. The Ministry of Motor Roads (X. Kolbaev) allocated 15 thousand rubles. Thanks to comprehensive assistance, the road issue in Osh was resolved.
The task of greening the city was no less complex. 5,000 rose bushes were brought from Tashkent as a gift from the Secretary of the Tashkent City Party Committee to the people of Osh. The well-known gardener Gani Davydov was engaged in planting flowers. The fact that today the city of Osh has become a green blooming park is largely due to the efforts of this remarkable worker.

Osh is a multinational city. In 1961, the national composition was as follows: Uzbeks — 34%, Kyrgyz — 18%, Russians and others — 48%. In 1970, the number of Kyrgyz increased to 32%. T. Amanaliev did everything to maintain the unity of the multinational city. Once a scandal arose between Kyrgyz and Uzbek boys. This happened during a billiards game when someone decided to play on the national feelings of the children. Thanks to the decisive actions of T. Amanaliev, the scandal was stopped. In short, during his tenure as the city's leader, T. Amanaliev earned the deepest respect and gratitude from the residents.

Deputy of the Jogorku Kenesh B. Juraev recalls how he became the secretary of the Osh city committee of the Komsomol. During the re-election of the secretary of the primary Komsomol organization of the pump factory, T. Amanaliev was present. During the meeting, he proposed my candidacy for the position of first secretary of the city Komsomol committee. And I was elected.

B. Juraev recalls how after that he helped T. Amanaliev, especially in greening the city, for which he mobilized Komsomol members and youth. He remembered the good work of Roza Tumembaev, then the secretary of the Komsomol organization of the Kirov secondary school. On winter nights, at 2-3 a.m., they would go together with T. Amanaliev to check the heating of the silk factory, the CHPP, and other places. He was always aware of all the affairs of the city.

Kurmanbek Atashev, who was the chairman of the Osh city council from 1965 to 1971, also recalls working together with the first secretary of the city party committee T. Amanaliev.

Together they did everything possible to raise the economy and culture of the city, striving for the city to become modern.

One of the complex issues was the water supply for the residents.

In this regard, the "Kyrgyzginovodkhoz" institute developed a project and built a new water supply node, resolving numerous water supply issues. Due to the population growth, the task of developing new lands arose. As a result of the measures taken, the undeveloped areas that had been vacant for years around the silk factory and along the banks of the Ak-Buura River were fundamentally transformed with the emergence of new "Cheremushki" and "Southeast" microdistricts. Residential buildings, kindergartens, schools, shops, a cinema, a household services center, dining halls, and a philharmonic hall were built here. The "Southeast" microdistrict effectively became a student city. Dormitories for students, educational buildings for the pedagogical college, a technological college, a trade college, a technological university, and a biological faculty of Osh University were built here.

Now more than 10,000 people live in this area.

In 6 years, 102,900 sq. m. of housing were commissioned in the city, which corresponds to the area of housing built over the previous 40 years.

From 1966 to 1970, more than 3,000 apartments were connected to gas heating. A new gas main was connected on the streets of Kara-Suyskaya and Rabochaya-dekhkanskaya. The construction of the "Alai" hotel and the reconstruction of the stadium were completed. It can be confidently stated that during the leadership of the city of Osh by T. Amanaliev and K. Atashev, an immense amount was done for the development and improvement of the city.
