The city of Osh, as the center of the southern region of Kyrgyzstan, has always been in the spotlight of the Central Committee of the Communist Party of Kyrgyzstan and the Council of Ministers, the Osh Regional Party Committee, and the City Executive Committee. Honor and glory to the former and current leaders of the republic, region, and city who made a tremendous contribution to the rise and flourishing of the economy and spiritual culture of Osh. First and foremost, it is necessary to mention the first secretaries of the city party committee: E. Bazarbaev, T. Amanaliev, I. Kasendiev, E. Abakirov, T. Sarbanov, S. Ablesov, and others.
A significant contribution also belongs to the chairmen of the Osh City Executive Committee: M. Kurbanov, K. Atashev, T. Kachkynbaev, P. Fattakhov, and others. Over the years of Soviet power, more than 40 people served as the first secretaries of the city party committee and chairmen of the city executive committee in Osh. They turned Osh into a major center of industry,
economy, communication, science, culture, and education. As the anniversary of Osh approaches, the city is becoming even more beautiful and emerging as a significant economic and cultural center of the Fergana Valley.
The author managed to meet and converse with more than 60 former leaders and individuals who were involved in the development of the city of Osh. Almost all supported the idea of creating a book for the 3000th anniversary of the city and shared their memories. The exceptions were R. Kulmatov and K. Koshoyev, who refused to talk about the city and its people. R. Kulmatov, who served as the chairman of the Osh City Executive Committee and the first secretary of the Osh Regional Party Committee, recalls that he enjoyed visiting friends and playing cards. Yes, that was his special method of working! K. Koshoyev considers it a disgrace to write about his work as the first secretary of the Osh Regional Party Committee.
Allow us to briefly tell about some leaders. Eshen Bazarbaev served as the first secretary of the Osh City Party Committee from 1952 to 1955, focusing primarily on industrial development. As a result, year after year, industrial enterprises exceeded their plans and generated profits. With his participation, 10 new small enterprises, cooperatives, and artels were established, and a brick factory was built. Much was done to improve the city. New streets were constructed in the city center: Stalin, Sverdlov, and Lenin.
New large buildings were erected. Between 1953 and 1955, the building of the regional consumer cooperative, a trade technical school, and a Pioneer House were constructed. It was necessary to provide housing for the residents living on the site of the future Osh Pedagogical Institute. Construction began on the neighborhoods "Southern Town," "Cheremushki," and "Military Town." For the first time, four- and five-story buildings for housing and organizations appeared in the center. The banks of the Ak-Buura River were expanded and landscaped. The citizens actively participated in solving these and other issues.
