MEMORANDUM FROM THE PERSONNEL DEPARTMENT OF THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY (B) OF KYRGYZSTAN TO THE SECRETARY OF THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY (B) OF KYRGYZSTAN DJANALIEV ON THE STATUS OF INDIGENIZATION AND PROMOTION OF NATIONAL PERSONNEL IN FRUNZE


Frunze, October 4, 1944.

The inspection of the work of the personnel departments of the Frunze City Committee and the city district committees of the party has revealed that they are politically underestimating the importance of promoting and developing national personnel.
Out of 430 nomenclature workers of the city committee, only 16 are Kyrgyz, or 3.6%, including just 1 in industrial positions, or 0.9%.

In total, over 8 months of 1944, the city committee and the city district committees have promoted 262 people, of which only 4 are Kyrgyz.

Of the 97 managerial workers in the apparatus of the PS and the RK of the Communist Party (B) of Kyrgyzstan, only 6 are Kyrgyz. The creation of qualified workers and production-technical intelligentsia from Kyrgyz is progressing particularly slowly.

Kyrgyz workers in industrial enterprises in Frunze number only 767, or 4.2% of the total number of workers. At enterprises such as the shoe and knitwear factories, and the "Red Metallist" plant, there are only 2-3 Kyrgyz remaining; the city committee and the city district committees have failed to secure Kyrgyz personnel in industry. In just 8 months of this year, out of 1,084 Kyrgyz accepted at factories No. 60 and named after Frunze, 1,010 left voluntarily.

The city party committee has not once in 1943 and 1944 discussed in detail measures to eliminate the turnover of Kyrgyz personnel in industry.

Many directors of enterprises show indifference towards developing Kyrgyz personnel; for example, at factory No. 60, there are over 350 Kyrgyz, but most of them are employed in unskilled jobs and are not trained in qualifications.

Among Kyrgyz workers at enterprises in the Proletarian district, training in technical minimums, political discussions, and other educational work is conducted only in Russian; in shops No. 1, 2, and 4 of factory No. 60, not a single slogan in Kyrgyz can be seen. Evening general education schools are not organized, training for Kyrgyz foremen is not conducted, and there is not a single foreman or shop head who is Kyrgyz in the Proletarian district enterprises.

The preparation of Kyrgyz intelligentsia is left to chance. In the only technical secondary educational institution in the city, the Automobile Technical School, only 7 Kyrgyz have been accepted, or 8% instead of the 50% stipulated by the resolution of the Council of People's Commissars and the Central Committee of the Communist Party (B) of Kyrgyzstan. Only 61 Kyrgyz with an education of 7 grades or higher work at the Meat Processing Plant, but the city party committee is not preparing them for promotion or sending them to industrial technical schools.

DECISION OF THE EXECUTIVE COMMITTEE OF THE FRUNZE CITY COUNCIL OF WORKERS' DEPUTIES "ON THE ORGANIZATION OF THE DEPARTMENT FOR ARCHITECTURAL AFFAIRS UNDER THE EXECUTIVE COMMITTEE OF THE CITY COUNCIL OF WORKERS' DEPUTIES"



Frunze, October 6, 1944.

In accordance with the directive of the Council of People's Commissars of the Kyrgyz SSR, a department for architectural affairs is to be organized under the Frunze Executive Committee of the City Council of Workers' Deputies.

Approve the staff of the department for architectural affairs at 11 people, with a monthly salary fund of 6,870 rubles.

Appoint Comrade Mikhail Konstantinovich Vorobyev as the head of the department, relieving him of his duties as chief engineer of the City Water Supply.

EXTRACT FROM THE DECISION OF THE FRUNZE CITY COMMITTEE OF THE COMMUNIST PARTY (B) OF KYRGYZSTAN "ON THE PROGRESS OF THE CONSTRUCTION OF THE ALAMEDIN HYDROELECTRIC POWER STATION"



Frunze, October 7, 1944.

... The Bureau of the Frunze City Committee of the Communist Party (B) of Kyrgyzstan resolves:

1. To oblige the first secretaries of the district committees of the party and representatives of the district executive committees to take decisive measures to fulfill the October plan for earthworks and gravel removal.

2. To oblige the district committees of the party and the district executive committees of the Proletarian, Sverdlovsk, and First of May districts to mobilize and send by October 8 of this year for permanent work on the construction of the HPP:
a) First of May district - 100 people.
b) Sverdlovsk district - 100 people.
c) Proletarian district - 60 people.

3. To oblige the secretaries of the district committees of the party and the chairmen of the executive committees to ensure daily completion of earthworks at the expense of a variable workforce: First of May district - 100 cubic meters, Sverdlovsk - 100 cubic meters, and Proletarian - 60 cubic meters.

4. To oblige the City Council (Comrade Svishchev) and the chairmen of the district executive committees to mobilize transport from the private sector for the transportation of gravel up to 15 cubic meters per cart and ensure the removal of gravel:
a) First of May district - 300 cubic meters.
b) Sverdlovsk district - 300 cubic meters.
c) Proletarian district - 200 cubic meters.

5. To oblige the secretaries of the district committees of the party, Comrades Galata, Koybagarov, and Murashkin, to mobilize and transfer to the disposal of the Alamedin HPP 2 carpenters by November 10, 1944.

6. To oblige the directors of enterprises: factory No. 60, Comrade Tarasenko, factory named after Frunze, Comrade Burov, Motor Repair Plant, Comrade Ignatiev, "Red Metallist," Comrade Tatulyan, to urgently ensure the fulfillment of orders for the Alamedin HPP.

7. To assign control over the implementation of this decision to the construction department of the City Committee, Comrade Golubev.
