The Council of Ministers of the USSR adopted a resolution on August 17, 1954, to organize the Academy of Sciences of the Kyrgyz SSR. This historic decision reflects the ongoing concern of the Communist Party and the Soviet government for the steady rise of the economy and the flourishing of science and culture in the Kyrgyz SSR.
The opening of the Academy of Sciences of the Kyrgyz SSR is a historic event in the life of the Kyrgyz people, demonstrating the growth of their economy, science, and culture.
During the years of Soviet power, under the leadership of the Communist Party, with the constant support of the great Russian people and all the peoples of the USSR, the Kyrgyz people for the first time in their history gained statehood, formed into a Soviet socialist nation, and achieved significant successes in economic and cultural development. Kyrgyzstan has transformed into an industrial and collective-farm republic with a developed culture, national in form and socialist in content, achieving further growth in the material well-being of the working people.
The Communist Party and the Soviet state opened a wide path for the Kyrgyz people, as well as for all the peoples of our country, to advanced science and culture.
In Kyrgyzstan, there are 10 higher educational institutions led by the State University, 29 secondary specialized educational institutions, and 1547 schools. A wide network of cultural and educational institutions has been created, comprising 2870 clubs, reading rooms, libraries, and cinemas. Numerous cadres of national intelligentsia have been trained. A large team of scientists works in 32 research institutions and higher educational establishments. The Kyrgyz branch of the Academy of Sciences of the USSR, organized during the Great Patriotic War, has now become a major scientific and cultural center of the republic. It currently unites 9 research institutes and departments, employing over 500 scientific workers.
The research institutions of the republic are working on solving problems of great importance for the development of industry, agriculture, and culture in Soviet Kyrgyzstan. The establishment of the Academy of Sciences of the Kyrgyz SSR - the center of scientific thought in the republic - will further strengthen the contribution of science to the continued growth of the economy and culture of the Kyrgyz SSR.
In accordance with the resolution of the Council of Ministers of the USSR dated August 17, 1954, the Central Committee of the Communist Party of Kyrgyzstan, the Presidium of the Supreme Soviet, and the Council of Ministers of the Kyrgyz SSR hereby resolve:
1. To establish the Academy of Sciences of the Kyrgyz SSR on the basis of the existing branch of the Academy of Sciences of the USSR.
2. To set the date of establishment of the Academy of Sciences of the Kyrgyz SSR as December 20, 1954.
3. The Central Committee of the Communist Party of Kyrgyzstan, the Presidium of the Supreme Soviet, and the Council of Ministers of the Kyrgyz SSR order all party, Soviet, economic, and public organizations, all scientists and specialists, and all workers of the republic to provide the Academy of Sciences of the Kyrgyz SSR with every possible assistance and support in its significant scientific work.
The Central Committee of the Communist Party of Kyrgyzstan, the Presidium of the Supreme Soviet, and the Council of Ministers of the Kyrgyz SSR express firm confidence that our scientists and specialists, united in a single center of scientific thought - the Academy of Sciences of the Kyrgyz SSR, will spare no effort or knowledge for the further flourishing of science and culture in Soviet Kyrgyzstan, and will contribute to the development of Soviet science.
