Translator and publicist S. Namatbaev was born in the village of Chon-Aryk in the Moscow district of the Kyrgyz SSR in a peasant family. In 1951, he graduated from Kyrgyz Secondary School No. 5 named after A. S. Pushkin in Frunze, and in 1955, he graduated from the historical faculty of KGU.
He began his labor biography in 1955 as a teacher at a secondary school in the city of Osh. From 1958, he worked as head of the lecture group, secretary of the Osh regional committee of the Komsomol, secretary and first secretary of the Central Committee of the Komsomol of Kyrgyzstan, and from 1968, he worked in the apparatus of the Central Committee of the Communist Party of Kyrgyzstan. From 1971, he was the secretary of the Issyk-Kul regional committee of the Communist Party of Kyrgyzstan, from 1972 he served as deputy minister of internal affairs of the Kyrgyz SSR, and from 1984 he was the responsible secretary of the Main Editorial Office of the Institute of Party History at the Central Committee of the Communist Party of Kyrgyzstan for the publication of the collected works of V. I. Lenin in the Kyrgyz language. In 1985, he was appointed editor-in-chief of the newspaper "Kyrgyzstan Madaniyaty," and in 1988, he was elected director of the "Mektep" publishing house.
He has been publishing since 1958. The writer's first book was the travel essays "Eki duyne — eki jashtyk" ("Two Worlds — Two Youths"), published in 1965. He is the author of several collections of publicistic articles, essays, and historical chronicles published in Kyrgyz and Russian.
The main focus of S. Namatbaev's work is translation. He has translated selected stories by V. Shukshin, novellas by R. Ibragimbekov, plays by R. Bezuglov, I. Klarov, A. Alekhin, and others into Kyrgyz. A significant event in Kyrgyz literature was the translation of "The Tale of Igor's Campaign," completed for the 800th anniversary of this outstanding monument of Ancient Rus.
He has been a member of the Communist Party of the Soviet Union since 1958, a member of the Union of Writers of the USSR since 1985, and a member of the Union of Journalists of the USSR since 1964.
He has been awarded two Orders of the Badge of Honor, medals "For Valorous Labor. In Commemoration of the 100th Anniversary of the Birth of V. I. Lenin," "For Excellent Service in Maintaining Public Order," "Veteran of Labor," and Honorary Certificates from the Supreme Soviet of the Kyrgyz SSR.
He was elected as a deputy of the Supreme Soviet of the USSR of the 8th convocation, a deputy of the Issyk-Kul Regional Council of People's Deputies, a member of the Central Committee of the Communist Party of Kyrgyzstan, a member of the Central Committee of the Komsomol, and a member of the Frunze City Committee of the Communist Party of Kyrgyzstan, as well as the Issyk-Kul Regional Committee of the Communist Party of Kyrgyzstan.
