Petition of Kyrgyz Deputies for the Creation of National Statehood


After losing their statehood in the early 13th century, the Kyrgyz people, being in colonial dependence on foreign conquerors, often found their national territory within various states, lacking an administrative center.

The establishment of Pishpek as the capital is associated with the formation of the national statehood of the Kyrgyz people as a result of the October Revolution of 1917. However, a certain amount of time was required for the practical resolution of this issue. This process took place under complex conditions during the years of the civil war and the liquidation of the legacy of colonialism and feudalism in Central Asia.

With the formation of the USSR at the end of 1922 and the adoption of the Union Constitution in January 1924, a unified union state was legally completed as a federation, uniting various nationalities of the Soviet country. This accelerated the formation of statehood for many nationalities. Thus, the Kyrgyz delegates at the XII Congress of the Councils of the Turkestan ASSR in early 1924 petitioned the union government for the creation of national statehood. However, the statehood of the Kyrgyz people could only be established simultaneously with the representation of statehood for the Uzbek, Turkmen, Tajik, and Karakalpak peoples, since the Kyrgyz were part of the Turkestan ASSR along with them.

On October 14, 1924, based on the free expression of will of the peoples of the Bukhara and Khorezm republics and the Turkestan ASSR, the All-Russian Central Executive Committee (VTSIK) adopted a historic resolution on national-state delimitation in Central Asia. This allowed for the unification of the Kyrgyz, Uzbek, Tajik, Turkmen, Karakalpak, and parts of Kazakh lands that had been fragmented during the tsarist period!

As a result, the Turkmen, Uzbek SSR, and Tajik ASSR, as well as the Kyrgyz Autonomous Region, were formed within the RSFSR, and the Karakalpak Autonomous Region was established within the existing Kazakh ASSR. Along with the establishment of the territories of the newly formed republics and regions, economic delimitation was also carried out, dividing all capital assets—factories, plants, sown areas, and other material resources belonging to the former Turkestan ASSR, Bukhara, and Khorezm republics—among these state formations.
