Development of Soviet Kyrgyzstan


On October 14, 1924, the second session of the All-Russian Central Executive Committee (VTSIK) approved the resolution of the Central Executive Committee (CEC) of the Turkestan ASSR on the establishment of the Kara-Kyrgyz Autonomous Region, which was incorporated into the RSFSR. On May 25, 1925, by the resolution of the VTSIK, the Kara-Kyrgyz region was renamed the Kyrgyz Autonomous Region, on February 1, 1926, it was transformed into the Kyrgyz ASSR, and on December 5, 1936, into the Kyrgyz SSR.

The first Constitution of the Kyrgyz ASSR was adopted at the second All-Kyrgyz Congress of Soviets in 1929. For the first time, the Kyrgyz people received all political rights of a state with a Constitution.

The second Constitution — the Fundamental Law of the Kyrgyz SSR — was adopted in 1937, according to which Kyrgyzstan was transformed from an autonomous republic into a union Soviet Socialist Republic.

On April 20, 1978, the people of Kyrgyzstan proclaimed a new Constitution, which enshrined and expanded democratic rights, ensured genuine people's power, equality, and fraternal cooperation among all socialist nations and ethnicities.

The text and music of the Anthem of the Kyrgyz SSR were first approved by the Decree of the Presidium of the Supreme Soviet of the Kyrgyz SSR on February 15, 1946. The text was written by K. Malikov, T. Sydykbekov, M. Tokobaev, A. Tokombaev, and the music by V. Vlasov, A. Maldybaev, and V. Fere.

In accordance with the 1977 Constitution of the republic, K. Malikov, T. Sydykbekov, M. Tokobaev, and A. Tokombaev prepared a new text for the State Anthem of the Kyrgyz SSR. The musical arrangement of the Anthem was done by N. Davlesov. In April 1978, it was approved and confirmed.

The State flag of the Kyrgyz SSR incorporated both the red color of revolutionary transformations and the snowy whiteness of the lofty mountain peaks, as well as the reflection of the azure wave of Issyk-Kul.

It was officially approved and legislatively formalized by the Constitution of the Kyrgyz SSR in 1937. The flag consists of a red field with a blue and white stripe in the middle, symbolizing the water that brings life to the valleys of our land. At the top of the field near the flagpole are depicted a golden sickle and hammer, above which is a red five-pointed star framed by a golden border. This symbolizes the indestructibility of the union of workers and peasants, the unity of the working people of the world, and the faith in the triumph of communism on all five continents of the earth.

The State emblem of the Kyrgyz SSR represents an image of a sickle and hammer within an ornamented circle of mountain chains with a rising sun in a blue arch, framed on the right by ears of wheat and on the left by a cotton branch entwined with a red ribbon. On the ribbon, there are inscriptions: in the middle part in Kyrgyz and Russian "Workers of the world, unite!", and at the bottom in Kyrgyz "Kyrgyz SSR". At the top of the emblem is a five-pointed star. This is how the emblem of the republic is described in the Constitution of the Kyrgyz SSR.

The emblem was created in 1936, and its author is the artist O. T. Pavlenko.

The Communist Party of Kyrgyzstan is a component of the CPSU. Bolshevik organizations in Kyrgyzstan formed in 1918 and were part of the Communist Party of Turkestan until 1925.

With the establishment of the Kyrgyz Autonomous Region, a regional party organization was created, which was transformed into the Communist Party of Kyrgyzstan in 1937.

Over 60 years, the republican party organization under the leadership of the Central Committee of the CPSU transformed from a small detachment into a huge army of communists. If on January 1, 1925, there were only 2,579 communists in the Kyrgyz party organization, by January 1, 1985, it had 136,875 members and 5,122 candidates for party membership.

The Communist Party of Kyrgyzstan unites representatives of more than 70 nationalities and ethnic groups.

The first congress of the Communist Party of Kyrgyzstan took place from June 5 to 16, 1937. It was attended by 256 delegates with decisive votes and 94 with advisory votes, representing 6,138 members and candidates of the party.

The XVIII Congress of the Communist Party of Kyrgyzstan, held on January 23-24, 1986, was attended by 950 delegates.

Women of Soviet Kyrgyzstan actively participate in the political, socio-economic, and cultural life of the country. In the Supreme Soviet of the Kyrgyz SSR, one-third are women, and in local councils, they make up more than half of the deputies. Every fourth communist in the republican party organization is a woman.

In Kyrgyzstan, women make up about half of all employed in the national economy. There is no sector or area of social-political and cultural activity where women do not work alongside men, and in some fields, they constitute the majority. In healthcare, for example, 80% of workers are women, in public education and culture — 66%. In the light industry of the republic, women make up the overwhelming majority.

The Leninist Communist Union of Youth of Kyrgyzstan is a component of the Komsomol, a combat assistant to the Communist Party of the republic. The first Komsomol cells in Kyrgyzstan emerged in 1918-1919. In 1925, the organizational formation of the regional Komsomol organization took place, which was transformed into the LKY of Kyrgyzstan in 1937.

As of January 1, 1985, it had 634,000 members of the Komsomol.

The first trade unions in Kyrgyzstan arose in 1917 in Pishpek, Kyzyl-Kiya, and Sulyukta. After the founding congress of the trade unions of Kyrgyzstan, held in 1925, a regional Council of Trade Unions was formed, which reorganized into a republican Council of Trade Unions in 1937.

As of January 1, 1985, the trade union organizations of the republic united 1,482,660 people.

For selfless labor, more than 30,000 women of Kyrgyzstan have been awarded orders and medals of the USSR, 74 of them have been honored with the title of Hero of Socialist Labor, more than 20,000 women have been awarded the honorary title "Mother-Heroine," and about 600,000 have been awarded the Order of "Maternal Glory" and the "Motherhood Medal."

For selfless and valiant labor, the Motherland has awarded the title of Hero of Socialist Labor to 267 citizens of Kyrgyzstan.
