Akmatov Toktosun Kerimbaevich (1929), Doctor of Philological Sciences (1969), Professor (1971), Corresponding Member of the National Academy of Sciences of the Kyrgyz Republic (1984).Kyrgyz. Born in the village of Toru-Ayghyr, Issyk-Kul region. Graduated from KSU (1954), and completed postgraduate studies there (1957). Worked as a teacher, senior teacher, associate professor, professor, head of the department at KSU, head of the department, and since 1999 - director of the Institute of Language and Literature of the National Academy of Sciences. Specialist in experimental phonetics, dialectology, and comparative-historical linguistics.
Awarded the medal of the USSR. Honored Figure of Science of the Kyrgyz Republic (1982). Published over 200 scientific works, including 5 monographs and 6 textbooks. Under his supervision, 2 doctoral and 25 candidate dissertations have been defended.
