The Semirechye Regional Executive Committee and the central authority have permitted the opening of a branch of the People's Bank in the city of Pishpek, about which the regional financial college, informing the Pishpek Council of People's Deputies, requests to provide broad assistance in both the opening and equipping of the Bank branch in Pishpek, as well as in the arrangement of staff.

Regarding item N, I report the following:

1) On May 12 of this year, the Pishpek District Council of People's Education was organized.

2) On June 27, the appointment of the Pishpek District Commissioner of People's Education took place.

3) On August 1, the Inspection of People's Schools of the 2nd district of Semirechye region ceased its activities, and all matters were transferred to the jurisdiction of the Pishpek Council of People's Education.

NOTIFICATION FROM THE PISHPEK DISTRICT COUNCIL OF KIRGHIZ PROLETARIANS-BOLSHEVIKS TO THE PISHPEK DISTRICT SOVIET ABOUT THE CONVENING OF THE KIRGHIZ DISTRICT CONGRESS*

City of Pishpek August 16, 1918

In view of the convening, with the permission of the Pishpek Soviet, of the district Kirghiz congress on August 15 in the city of Pishpek, the Council of Kirghiz Proletarians requests to send one representative to participate in the aforementioned congress by August 18, 1918, at 10 a.m. In the Tatar mosque, on August 15, 16, and 17, there will be a verification of mandates and preparation for discussion.

Agenda:
1. The question of eliminating party hostility among the Kirghiz.
2. Is a district Kirghiz administrative body needed in Pishpek to implement its national interests?
3. The question of education in general and the Kirghiz boarding school in particular.
4. The food issue.
5. The cooperative issue.
6. Current matters as of August 18 of this year.

REPORT FROM THE CHAIRMAN OF THE PISHPEK DISTRICT COUNCIL OF PEOPLE'S EDUCATION TO THE PISHPEK DISTRICT SOVIET ABOUT THE CONDITION OF SCHOOLS IN THE CITY OF PISHPEK

City of Pishpek September 28, 1918

On Tuesday, September 24 of this year, I conducted an inspection of the schools in the city of Pishpek. The results of the inspection are as follows:

1. The Dungan maktab (former Russian-native school) is located in a city building. The building is adapted. There is space for 2 classes. Teachers - 1. The head's apartment is at the school. There are 23 students, but according to the head's statement, in 2 weeks, after the field work is completed, boys from families will be sent to school, and then there will be up to 100 students.

2. Pishpek Men's First School. The building is city-owned - fully adapted. Classes - 3. Teachers - 3. The head's apartment is at the school. There are 122 students.

3. Pishpek Women's First School. The building is rented, not adapted: half (2 classes) is damp and cold, one wall - the outer one is not plastered. I proposed to the landlord to provide an explanation to the commissariat. There are also no winter frames. I suggested that the landlord install frames. Teachers - 3. The head's apartment is at the school. There are 100 students. Boys and girls.

4. Pishpek Women's Fifth School. The building is rented - completely unadapted, cramped. In 1 room, the desks occupy the entire floor space from wall to wall, almost without aisles; students sit 3 to a two-seater desk; in winter, they will suffocate without air. There are no winter frames. I suggested that the landlord take care of installing frames. Teachers - 2. The head's apartment is at the school. There are 75 girls. Classes - 2. 2nd and 3rd grades together in one room (very small). Educational materials are almost absent. I recommended using materials from other schools, for example, from the 1st men's school, which has sufficiently good materials.

5. Pishpek Women's Second School. Rented, poorly adapted. There is almost no yard for games. Classes - 3. Up to 100 students, girls and boys. Teachers - 3. The head's apartment is at the school.

6. The 3rd and 5th men's schools have not yet opened classes because the premises occupied by the former Kirghiz boarding school have not been vacated. I proposed to the Commissioner for National Affairs that, since the Kirghiz population has no means to maintain the boarding school, to accept from the pedagogical council of the Pishpek Higher Primary School the inventory of the boarding school and to vacate the premises for the 3rd and 5th schools in the very near future.

It has been noted that with the onset of cold weather and in connection with the population's consumption of fruits and greens, illnesses among students do not allow them to attend schools regularly.

Regarding the heating of school buildings, I asked the Council of National Economy for the delivery of firewood for the schools. I also wrote to the Food Commissariat regarding kerosene. But so far, neither kerosene nor firewood has been provided.
