Opening of the Pishpek Charitable Society. Document No. 22 (March 1897)

REPORT OF THE HEAD OF THE PISHPEK DISTRICT TO THE MILITARY GOVERNOR OF THE SEMIRECHENSKAYA REGION ON THE OPENING OF THE PISHPEK CHARITABLE SOCIETY
Pishpek, March 8, 1897
In execution of the directive dated January 30 of this year No. 459, I have the honor to report to Your Excellency that the activities of the Pishpek Charitable Society were opened on March 2 of this year. The journals of the General Assembly of the charitable society, which took place on March 2, resolved: from the funds I collected amounting to 1361 rubles 66 kopecks, which are at the disposal of the society, to establish an irreducible capital of 500 rubles, and from the remaining 861 rubles 66 kopecks to allocate according to the estimate for expenses for 1897, 361 rubles 66 kopecks for charitable needs, as well as for the preparation of the society's seal, for printing the charter, membership ticket forms, correspondence books and alphabets, and for office supplies. The remaining funds are to be kept in the Pishpek savings bank, but from the 361 rubles 66 kopecks, allow the treasurer to keep no more than 30 rubles on hand for extraordinary cases. Elected by majority vote to the society's council were Chairwoman Dorothea Alexeyevna Talizina, her deputy Ottolia Alexandrovna Dobrovolskaya, treasurer, due to the refusal of Maria Stanislavovna Anosova, Ilya Fedotovich Terentyev, secretary Konstantin Frolovich Svirchevsky, and unanimously elected council members Anna Nikandrovna Damaskina, Alexandra Nikandrovna Vauer, Ainukhayat Shagibekovna Kuva-tova, and Andrey Andreyevich Kabakov. The auditors were unanimously elected: Ivan Salamonovich Anosov, Ilya Pavlovich Ivanov, and Pavel Vasilyevich Starodubtsev. Based on §5 of the charter, the following were elected as lifetime honorary members: Commerce Counselor Ivanov, who donated 350 rubles, Merchant Puchasov, who donated 225 rubles, Merchant Pushnikov, who donated 120 rubles, as well as Collegiate Counselor Talizin for his services rendered to the society in its establishment and the formation of its initial capital.
As a result, I am sending along with this to the society's council: the charter, the case, the income and expenditure book, and the capital amounting to 1361 rubles 66 kopecks.
