August 19, 1888

We, having affixed our hands and seals, hereby submit to Your Excellency: The manaps Janataev and the volost administrator have brought us to such a state with their abuses and oppressions that we are positively deprived of the possibility to continue to exist and have found it necessary to appeal to Your Excellency with a request to allow us to form a separate volost and elect another suitable person from our midst as the volost leader. There are over 1000 yurts among us. There are no people more oppressed in the whole world than we are. We could say much more to you, but we fear the volost authorities. The elders, fifty men, and others have affixed their seals.

Attached to this statement is the resolution of the Military Governor of the Semirechenskaya region, which reads: "This petition from the community of Kirgizs of the Sarybagyshevskaya volost regarding oppression by the Janataev manaps and the volost administrator, I have the honor to forward to the district chief of Tokmak, requesting His High Nobility to provide his conclusion on this complaint in writing. I have the honor to present this correspondence to the Military Governor of the Semirechenskaya region, with the investigation conducted regarding the complaint of the Sarybagyshev Kirgizs against the Janataev manaps, from which Your Excellency may observe that the complaint of the petitioners was a result of factional hostility that existed in the Sarybagyshevskaya volost during the census of yurt owners and the election of officials. By telegram dated December 6, No. 158, Your Excellency instructed me to conduct an inquiry into how many camels were transferred from those collected for the expedition of General Przhevalsky in payment of the debts of Shabdan Janataev to the Tokmak merchant Ikram and the Pishpek Niyazbay, which I have the honor to present and report to Your Excellency that among the Kirgizs of the Sarybagyshevskaya volost, I did not question seven individuals due to their absence because of illness and absence from the volost. Thus, the inquiry is not completed, and I decided to present it to Your Excellency only because this instruction was given to me by telegram, which is why I consider it urgent.

ORDER OF THE MILITARY GOVERNOR OF THE SEMIRECHENSKAYA REGION TO THE CHIEF OF THE TOKMAK DISTRICT TO INSTRUCT SHABDAN JANATAEV NOT TO ABUSE HIS INFLUENCE OVER THE PEOPLE AND TO ESTABLISH SECRET CONTROL OVER HIS ACTIVITIES

Upon reviewing the inquiry conducted at my request by the Senior Assistant of Your High Nobility and the report submitted by him on December 15 of this year, No. 27, regarding whether the debts of Shabdan Janataev were paid with camels collected for the expedition of General Przhevalsky, it has been found that this inquiry refutes the rumor regarding Shabdan's payment of his debts with camels belonging to the people. Nevertheless, from the information that has reached me through various channels, I am convinced that Shabdan is positively living at the expense of the people, taking advantage of his position as a manap. Drawing Your attention to this report, I request that you instruct Shabdan Janataev not to abuse his influence over the people, and inform the latter that no payments in favor of manaps or anyone else are recognized as legitimate. At the same time, I also request Your High Nobility to maintain appropriate secret oversight over Shabdan's activities among the people and report to me on all cases of excessive and harmful exploitation of the people by Shabdan.
