Report of the Chief of the Pishpek District Talizin to the Semirechye Military Governor
City of Pishpek November 10, 1894.
Herewith I am returning three petitions entrusted by the community of yurts owners No. 2, 4, and 5 of the Atekinskaya volost, from Alike Alymbekov, Burambay Sasykov, Sultan Dalbaev, and Kolpay Tolpashev, complaining about the irregularity of the elections of officials in the volost and petitioning for the reallocation of 53 yurt owners to the Sarbagishevskaya volost. I have the honor to report to Your Excellency that I could not refuse the 53 yurt owners, led by Mamut Djantaev, in their request to be transferred to the Atekinskaya volost because they presented the decisions of the aul societies, thus fulfilling the requirement of Article 59 of the Steppe Regulation, based on which the transfer of yurt owners from one aul society to another is carried out with the consent of these societies, and not on the basis of any other data. The consent is expressed in the attached decisions, and therefore, by refusing the transfer, I would violate the requirement of the specified article of the Regulation, especially since there were no other grounds for refusal. On the contrary, their transfer has resolved disputes over land. Finally, Mamut Djantaev, as you may see from the attached decision dated August 10 and the accompanying statement, is certified by officials and honorable persons as a completely conscientious individual and beneficial to society. The complaint of Alike Alymbekov about the lack of land for winter pastures is entirely unfounded; as with the reallocation to the Kupal district of 105 yurts, a significant amount of free land has emerged in the volost.
The elections of officials took place on March 20, and the transfer of 53 yurts occurred much later, upon receiving Your Excellency's directive dated August 13 under No. 8833. Therefore, these yurts could not participate in the elections, which were conducted, according to Article 65 of the Steppe Regulation, not by yurt owners but by elected representatives, as can be seen from the ballot sheet stored in the Regional Administration.
In the Kyrgyz volosts, with few exceptions, elections involved party struggles, where parties resort to bribery, fights, and even do not hesitate to make false accusations to get their candidates into office. Therefore, I would find it impossible to give any credence to the complaint of Alike Alymbekov, a known thief, a slanderer, who has even served a sentence in prison for theft.
Your Excellency, passing through Djil-Aryk, you yourself have seen the dishonesty of Alymbekov, as well as the legality of the elections. Alike Alymbekov, Burambay Sasykov, Sultan Dalbaev are acting as representatives not of 711 or 423 yurt owners (the number fluctuates in the headings of their numerous petitions), but fewer. All these representatives pursue their personal goals, not the interests of their party, which in their hands is nothing more than a blind tool. The behind-the-scenes figure Dalbay Sharaldaev, who did not become a volost administrator, illegally collected land taxes, which I have investigated.
Moreover, he, Sharaldaev, with his associates, as you may see from the attached investigation, obstructs tax collection from the Kyrgyz under his influence and commits various acts of violence and robbery to foment discord in the volost for his selfish purposes. At his initiative, Burambay Sasykov and Alike Alymbekov spread rumors that I was overseeing illegal elections and that there would be new elections. The consequence of such rumors was fights and other disturbances in the volost. The investigation conducted on this matter, attached here to characterize the individuals Alike and Burambay, who are being covered by Sharaldaev, was forwarded by me to the investigator, who did not consider it within his jurisdiction, as you may see from his response No. 761.
I have no friendship with Shabdan Djantaev and other honorable persons. On the contrary, Shabdan Djantaev must be very displeased with me for the following: he slandered my predecessor Colonel Narbut, regarding this slander I personally conducted an investigation and insisted on a trial for the punishment of Djantaev, and the court fined him 200 rubles. His close relative, a Kyrgyz from the Jumgal volost, Kokumbay Chinin, was brought to trial by me for disobedience and the Regional Court sentenced him to one year and four months in prison. Finally, if Your Excellency recalls the unpleasant encounter I had with Shabdan Djantaev in 1892 at Djil-Aryk over a yurt—when Your Excellency passed by and ordered me to forgive him, it is doubtful that such matters could serve as grounds for friendship; and in general, I have no friends among the Kyrgyz. If the slanderers under the term "friendship" imply anything criminal on my part, then in the event of a specific statement from them regarding this, I will hold them accountable for slander.
Regarding the expulsion of slanderers who disturb the people, a decision is attached.
I consider it my duty to report to Your Excellency that there will be no end to the false accusations of Alike Alymbekov and his associates unless a directive is issued soon declaring that their complaints, being false, are left without consequences.
